1.1 The Department=s Role. The Department of the Interior has the responsibility to participate in programs of the Federal Government in the Arctic and Antarctic and to observe and evaluate these programs in relation to the Department=s responsibilities.

1.2 Responsibility of the Assistant Secretary for Program Policy. The Assistant Secretary for Program Policy shall provide assistance to the Secretary in the development and coordination of policies and activities in the Department in relation to Arctic and Antarctic programs; represent the Secretary in consultations with other agencies on matters of Department-wide interest concerning the Arctic and Antarctic; and serve as the central point in the Department of the Interior at which contact may be established by other agencies and organizations. The Deputy Under Secretary serves as alternate to the Assistant Secretary for Program Policy.

1.3 Responsibility of the Office of International Activities. The Office of International Activities shall provide general staff assistance to the Assistant Secretary for Program Policy.

1.4 Responsibility of the Office of the Science Adviser. The Office of the Science Adviser, working with the Office of International Activities, shall provide staff assistance in the development, coordination, and implementation of the scientific portion of Departmental programs related to the Arctic and Antarctic.

1.5 Responsibility of Bureaus and Offices. Responsibility for carrying out research and other technical programs in or related to the Arctic and Antarctic will be assigned to bureaus and offices in accordance with the type of program competence needed. Bureaus and offices shall provide assistance in representing the Department in consultation with other agencies and organizations on the more specialized subjects pertaining to Federal programs in the Arctic and Antarctic. Department of the Interior representation on inter-agency committees, task forces, and working groups organized for this purpose shall be designated by the Secretary on the recommendation of the Assistant Secretary for Program Policy.
