5.1 Request for Opinion. Requests for an opinion of the Attorney General of the United States on any question of law arising in the administration of the Department shall be prepared for the signature of the Secretary.

A. The request shall be prepared in the Office of the Solicitor and the Solicitor will be responsible for determining the necessity for review by any other Departmental official prior to routing to the Secretary.

5.2 Requirements of the Attorney General. The Office of the Solicitor will insure that all requests for an opinion under 28 U.S.C. 512 are prepared in accordance with procedures prescribed by the Attorney General.
