Carl Moyer Memorial Air Quality Standards Attainment Program

Call for Year 10 Project Applications - Closed

The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) is a voluntary program that offers grants to owners of heavy-duty vehicles and equipment. The program is a partnership between the California Air Resources Board (ARB) and the local air districts throughout the state. Locally the Bay Area Air Quality Management District (Air District) administers the Carl Moyer program. The purpose of the program is to reduce air pollution emissions from heavy-duty engines. Grants are available for projects that:

  • install particle traps,
  • replace older heavy-duty engines with newer and cleaner engines and add a particle trap,
  • purchase new vehicles or equipment that is cleaner than the law requires,
  • replace heavy-duty equipment with electric equipment, and
  • install electric idling-reduction equipment.

Grants cannot be used for projects that are required by law or by a contract or agreement; however, they can be applied to projects that comply at least three years in advance of state regulations. All vehicles and equipment funded with a grant must operate within the Air Di strict’s boundaries.

The District is accepting applications for projects throughout its jurisdiction, but will prioritize projects that reduce emissions in impacted communities. Highest priority will be given to the following six highly impacted communities:

  1. Eastern San Francisco
  2. West Oakland
  3. East Oakland/San Leandro
  4. Richmond
  5. San Jose
  6. Concord

A map of the impacted communities can be found below under the documents section. The following counties are part of the Air District's jurisdiction: Alameda, Contra Costa, Marin, San Mate o, San Francisco, Santa Clara, and Napa counties. The southern portions of Solano and Sonoma counties are also part of the Air District.

For specific details on the Carl Moyer Program refer to the California Air Resources Board (ARB) Carl Moyer program Guidelines. The District will be soliciting projects for the current Moyer funding cycle according to the schedule found in Table 1. Table 2 lists specific information about Application Workshops, and Table 3 lists Other Events where Carl Moyer Program staff people will be able to answer questions. Application materials, and outreach information can be found in the list of program documents below.

Grants are available to help vehicle owners install particle traps, replace older engines with newer and cleaner engines and add a particle trap, and to purchase new vehicles that are cleaner than the law requires. In addition, funds are available to install electric idling reduction equipment and to purchase electric vehicles. Provided the project is not required by law, any on-road truck that weighs 14,001 pounds or more is eligible to apply, including: dump trucks, water trucks, concrete trucks, long-haul trucks, street sweepers, trash trucks, buses, and delivery trucks.

Off-Road

Grants are available to help off-road diesel engine owners install particle traps, replace older engines with newer and cleaner engines and add a particle trap, and to purchase new equipment that is cleaner than the law requires. In addition, funds are available to purchase electric off-road equipment. Provided the project is not required by law, any off-road diesel engine with 25 horsepower or more is eligible to apply, including: backhoes, trackers, scrapers, excavators, trenchers, graders, and class 7 forklifts, and airport equipment including aircraft pushback tugs, baggage and cargo tugs, carts, group power units, air conditioning units, belt loaders and other equipment. For all engine replacement projects, you must purchase the cleanest available engine and install the cleanest particle trap when safe and technically feasible.

Marine

Grants are available to help marine engine owners install particle traps, replace older engines with newer and cleaner engines, and to purchase new equipment that is cleaner than the law requires. In addition, funds are available for electrification projects that reduce emissions while ships are at berth on a case-by-case basis. Provided the project is not required by law, any auxiliary or propulsion engine with 25 horsepower or more is eligible to apply, including: harbor craft such as tugboats, fishing vessels, work boats, crew boats, ferries, Coast Guard vessels, some military vessels; and oceangoing ships such as container ships, bulk carriers, general cargo ships, tankers, military ships, auto carriers, cruise ships and ocean-going tugboats. Equipment located and operated on a barge is not eligible for funding.
