How APHIS Emergency Response fits into US Efforts
APHIS emergency response efforts make up part of a cohesive government-wide endeavor. This government-wide effort is outlined in the National Response Plan, which establishes a comprehensive all-hazards approach to enhance the ability of the US to manage domestic incidents.

USDA and in turn APHIS's role in the government-wide efforts is outlined in the addendum Emergency Support Function 11 (ESF 11) (PDF; 420kb) .
