The Bureau of Air works to improve air quality by identifying air pollution problems, proposing appropriate regulations, conducting inspections, and reviewing permit applications. It also operates a vehicle emissions testing program.

Recent News

August 7: Smoke School registration for October 2008. The Illinois Environmental Protection Agency will offer a course in the Evaluation of Visible Emissions during the week of October 20th. The class will run from Tuesday through Wednesday.

July 2: Draft revisions to the Illinois Mercury Rule monitoring provisions now available for review - The Illinois EPA is making available a draft of the Illinois Mercury Rule that has been revised due to the vactur of the federal Clean Air Mercury Rule (CAMR).  The Agency will be accepting comments on the draft revisions until July 15 ahead of a stakeholder meeting scheduled for July 22 at 10:00 AM in the Bureau of Air's TQM room.  Please submit comments to: EPA.Mercury@illinois.gov

May 29: Illinois Ambient Air Monitoring Plan for 2009 – Federal Regulation 40 CFR Part 58 Subpart B 58.10 requires Illinois to submit to USEPA an annual air monitoring network plan each calendar year. The plan details the monitoring network for the criteria pollutants. Prior to submission to USEPA, the network plan is being made available for public review. Comments must be received at the Illinois EPA by June 30, 2008.

February 19: Final draft agency procedural rule for the CAIR Clean Air Set-Aside (CASA) now available for review - The Illinois EPA is making available the final draft of a rule outlining agency procedures regarding the CASA.  The agency rule will set administrative procedures for the determination of eligible CASA projects, the establishment of a CAIR CASA NOx allowance database, the CASA application and application review process, and for the distribution of CASA NOx allowances. January 22: IEPA’s Technical Support Document for Recommended Nonattainment Boundaries in Illinois for the 24-Hour PM2.5 National Ambient Air Quality Standard  - Section 107(d) of the Clean Air Act requires that Illinois provide to the U.S. EPA recommended area designations for the revised 24-hour PM2.5 fine particle National Ambient Air Quality Standard for all areas in Illinois. These recommendations must identify areas that are attaining the new standard, cannot be classified, or are not attaining the revised standard. Illinois provided recommendations to U.S. EPA on December 18, 2007.

The IEPA is proposing to recommend to U.S. EPA that the current PM2.5 nonattainment areas, which were established in 2005 in response to the annual PM2.5 standard, be retained for the 24-hour standard. IEPA's document is now available here.

October 5: Permitting Requirements Under the Clean Air Interstate Rule (CAIR) - On August 23, 2007, the Illinois Pollution Control Board (Board) issued the Final Opinion and Order adopting requirements affecting large fuel combustion sources in Illinois. The regulations adopted by the Board will establish emissions trading programs for sulfur dioxide (SO2) and nitrogen oxides (NOx) as required by the United States Environmental Protection Agency’s (U.S. EPA) Clean Air Interstate Rule (CAIR). One of the requirements of the Board’s rule is that the owner or operator of any source with one or more affected units must submit to the Illinois Environmental Protection Agency (Agency) a CAIR permit application for the source covering each CAIR unit. The CAIR applications must be submitted to the Agency no later than December 31, 2007.

October 5: Final draft rule for Consumer Products, Architectural and Maintenance Coatings, and Aerosol Coatings now available for review – The Illinois EPA is making available the final draft of its regulatory proposal to reduce emissions of volatile organic compounds from certain consumer products, architectural and industrial maintenance coatings, and aerosol coatings. Changes have been made to the proposal in response to comments submitted regarding the June 7 draft. The Illinois EPA intends to submit this proposal to the Illinois Pollution Control Board in the very near future. This rule is modeled after the 2005 OTC Model Rule for Consumer and Commercial Products, the 2001 OTC Model Rule for Architectural and Industrial Maintenance Coatings, and California's reactivity-based aerosol coating rule. These model rules are consistent with the anticipated federal approach in all three source sectors. Please submit comments to: EPA.AreaVoc@illinois.gov .

 

 

Current Features

Permit streamlining project for minor construction permits - In June 2007 the Bureau of Air, Permit Section initiated a streamlining project aimed at minor construction permit applications. A "Kaizen Event" was held in June 2007 and a plan of action aimed at improving the minor construction permit application process was developed.

Mercury and Clean Air Interstate Rule (CAIR) Rulemaking
Information on the initiative by Governor Blagojevich and Illinois EPA to reduce mercury emissions from coal-fired power plants by 90 percent is now online.

Illinois Alternate Fuels Rebate Program
The Alternate Fuels Rebate Program provides rebates for businesses, local governments, organizations, and individuals in the State of Illinois who acquire an alternate fuel vehicle, convert an existing conventional vehicle to an alternate fuel vehicle, or purchase domestic renewable fuel to operate an alternate fuel vehicle.

Illinois Clean School Bus Program
Governor Rod R. Blagojevich and the Illinois EPA have a goal under the Illinois Clean School Bus Program, to provide a healthier environment for Illinois school children. The Illinois Clean School Bus Program will provide funding to assist schools/school districts to reduce emissions from diesel-powered school buses

MACT Training Programs
Each quarter, Illinois EPA in conjunction with the Lake Michigan Air Director's Consortium and the Region V Training Committee plan to focus on a different MACT (Maximum Achievable Control Technology) standard.

Air Quality Annual Report
Highlights information obtained from the Bureau of Air's statewide air monitoring network, which incorporates more than 300 monitors that track the measurements of a variety of pollutants and air toxic compounds.

Illinois Green Fleets
A voluntary program where businesses, government units, and other organizations in Illinois gain recognition and additional marketing opportunities for having clean, alternative fuel vehicles in their fleet.
