Hague Adoption Convention Partner Countries
The following countries are parties to the Hague Convention on Protection of Children and Co-operation in respect of Intercountry Adoption (Hague Adoption Convention). The Department refers to these countries in the context of the Hague Intercountry Adoption Convention as "Convention Countries" or "Hague Countries".
The United States is NOT currently processing adoptions from counties flagged with this symbol.

NOTE: For more information about the Contracting States of the Hague Adoption Convention (i.e., countries that have signed, and subsequently ratified or acceded to, the Convention), please see the website of the Permanent Bureau of the Hague Conference on Private International law. When reviewing the list maintained by the Hague Permanent Bureau, note the following:
- Countries not on the list are not Convention countries.
- The "EIF" (entry into force) column will indicate if the country is a Convention country: All countries that are Convention countries will have a date in the EIF box. Conversely, if the EIF box is empty, then the Convention has not entered into force with respect to that country and that country is not a Convention country.
- It is not determinative of a country's Convention country status whether the country is a "Member of the Organisation" (i.e., a member of the Hague Conference on Private International Law), whether the country signed the Convention, or whether the country has ratified or acceded to the Convention.
