Through the Alliance, OSHA and SCA will provide SCA members and others in
the shipbuilding industry including non-English or limited English speaking employees, with information
and guidance that will help them protect employees' health and safety, particularly in reducing and
preventing exposure to shipyard safety and health hazards such as ergonomics. The goals of the
Alliance include:
Outreach and communication:
- Work with OSHA to provide expertise in developing information on the recognition and prevention
of workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g. print and electronic media, electronic assistance tools and OSHA's and SCA’s Web sites) to
employers and employees in the industry.
- Share information among OSHA personnel and industry safety and health professionals regarding
SCA best practices or effective approaches and publicize results through outreach by SCA and
through OSHA- or SCA-developed materials, training programs, workshops, seminars, and lectures (or
any other applicable forum).
- Promote and encourage SCA members' participation in OSHA's cooperative programs such as
compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and
its Safety and Health Achievement Recognition Program.
Promoting the national dialogue on workplace safety and health:
- Convene or participate in forums, roundtable discussions, or stakeholder meetings on shipyard
safety and health hazards, including ergonomics, to help forge innovative solutions in the
workplace.

Activities and Events
- October 2, 2008: Virginia Ship Repair Association 13th Annual Safety and
Health Seminar, Norfolk, Virginia. Leo Edwards, Area Director, Region III,
Norfolk, Virginia Area Office, USDOL-OSHA, will present "Employer Paid PPE"
during the seminar.
- May 4-10, 2008:
2008 North American Occupational Safety and Health (NAOSH) Week.
The Shipbuilders Council of America and a number of other Alliance Program participants supported
2008 NAOSH Week, "Safety is Good Business." Sponsored annually by the American Society of Safety
Engineers and the Canadian Society of Safety Engineering, the Week focuses on the importance of
preventing injuries and illnesses in the workplace.
- May 5, 2008: A representative of the Shipbuilders Council of America attended the NAOSH Week
Kick-off event at the U.S. Department of Labor. Deputy Assistant Secretary Donald Shalhoub,
USDOL-OSHA; and ASSE President, Michael Thompson; were the keynote speakers. Mr. Shalhoub
presented "Safety
is Good Business" to OSHA and Alliance Program participants and other safety and health
representatives.
- March 26, 2008: Shipbuilders Council of America Safety Seminar, Biloxi, Mississippi.
- Clyde Payne, Area Director, Region IV, Jackson, Mississippi Area Office, USDOL-OSHA,
presented "Ergonomics in Shipyard Employment" during the seminar.
- September 14, 2007: OSHA Business of Small Business Forum: "Safety and
Health Issues in the Maritime Industry," Washington, DC. Representatives from
Alliance Program participants, Shipbuilders Council of America (SCA) and
American Shipbuilding Association (ASA), addressed safety and health issues of
employees in small and medium-sized shipyards during the Forum. Terry Preston,
Director of Safety, Environmental & Quality at Atlantic Marine, LLC in Mobile,
AL, representing the SCA, presented "Small to Medium Sized Shipyard Challenges
and Opportunities." Jim Thornton, Director of Environmental, Health and Safety
at Northrop Grumman Corporation-Newport News in Newport News, Virginia and
representing the ASA, described his organization’s management and employee
engagement in workplace safety and health.

- "Fire Safety & Fire Watch Regulations," Leo Edwards, Area Director, Region III, Norfolk,

- "Occupational Exposure to Hexavalent Chromium," Angelo Costa, Industrial Hygienist, Region
III, Norfolk, Virginia Area Office, USDOL-OSHA, provided an update on OSHA’s activities
regarding hexavalent chromium.

safety and health professionals on the revised hexavalent chromium standard.

effective on December 14, 2004.

(ASA/NSRP), spoke to over 40 attendees at the workshop entitled, "Shipyard Alliances with OSHA,"
during the National Safety Congress.

- Maritime Industry Inspections and Area Alliance Update: Clyde
Payne, Region IV - Jackson Area Director, USDOL-OSHA, updated over
30 shipyard safety and health professionals on the outcome of inspections
within the Maritime Industry in FY 2003. In addition, he updated the
attendees on the accomplishments of the Baton Rouge, Louisiana and
Jackson, Mississippi Area Office Alliance with the Northrop Grumman
Ship Systems and its Unions Alliance.
