OSHA, the Mine Safety and Health Administration (MSHA) and the Office of the Assistant Secretary for Policy's Working Partners for an Alcohol- and Drug-free Workplace Program (Working Partners) have signed an Alliance with the following organizations:
  • American Road & Transportation Builders Association (ARTBA)
  • Associated General Contractors of America (AGC)
  • International Association of Bridge, Structural Ornamental and Reinforcing Ironworkers (IABSORIW)
  • International Association of Heat and Frost Insulators and Asbestos Workers (IAHFIAW)
  • International Brotherhood of Boilermakers (IBB)
  • International Union of Operating Engineers (IUOE)
  • International Union of Painters and Allied Trades (IUPAT)
  • Laborers' International Union of North America (LIUNA)
  • National Asphalt Pavement Association (NAPA)
  • TAUC – The Association of Union Constructors (TAUC)
  • Specialized Carriers & Rigging Association (SC & RA)
  • United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada (UAJAPPFI)
  • United Brotherhood of Carpenters and Joiners of America (UBCJA)
Known as the Drug Free Workplace Alliance, the agreement recognizes the value of establishing a collaborative relationship to foster safer, drug-free and more healthful American workplaces and protect employees' health and safety. Through the Alliance, the organizations will work to provide ARTBA, AGC, IABSORIW, IAHFIAW, IBB, IUOE, IUPAT, LIUNA, NAPA, SC & RA, TAUC, UAJAPPFI and UBCJA, members and the construction industry with information, guidance, and access to training resources that will help them understand the benefits of drug-free workplace programs and protect employees' health and safety. The Alliance particularly focuses on educating workers on safety and productivity hazards created by the abuse of alcohol and other drugs in the workplace. The goals of the Alliance include:

Training and education:
  • Work with OSHA, MSHA and Working Partners to provide expertise to develop training and education programs regarding workplace substance abuse and to provide expertise in communicating such information to the construction industry.
Outreach and communication:
  • Work with OSHA, MSHA and Working Partners to provide expertise in developing information on safety and health issues related to workplace substance abuse and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and the OSHA, MSHA and Working Partners and the IABSORIW, IBB, IUOE and UBCJA Web sites) to the construction industry.
    • Educate and inform the IABSORIW, IBB, IUOE and UBCJA members and the construction industry of the availability of OSHA's, MSHA's and Working Partners' electronic assistance tools and resources.
  • Speak, exhibit, or appear at OSHA, MSHA and Working Partners or IABSORIW, IBB, IUOE and UBCJA conferences, local meetings or other events.
    • Encourage the participating organizations to include drug-free workplace topics on conference and meeting agendas, as appropriate.
Promoting the national dialogue on workplace safety and health:
  • Raise others' awareness of and demonstrate a commitment to drug-free workplaces when IABSORIW, IBB, IUOE and UBCJA leaders address groups, as appropriate.

  • October 20-26, 2008: 2008 Drug-Free Work Week. Drug Free Workplace and a number of other Alliance Program participants are supporting the 2008 Drug-Free Work Week. Sponsored annually by the U.S. Department of Labor’s Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week’s focus is educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.
  • May 4-10, 2008: 2008 North American Occupational Safety and Health (NAOSH) Week. The Drug Free Workplace Alliance and a number of other Alliance Program participants supported 2008 NAOSH Week, "Safety is Good Business." Sponsored annually by American Society of Safety Engineers and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • May 6-12, 2007: 2007 North American Occupational Safety and Health (NAOSH) Week. The Drug Free Workplace Alliance and a number of other Alliance Program participants supported 2007 NAOSH Week; "All Modes of Transportation." Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • February 15 - 17, 2005: 15th Annual Construction Safety and Health Conference & Exposition, Donald E. Stephens Convention Center, Rosemont, Illinois.
    • February 15, 2005: Keynote Session: Building Drug-Free Workplaces in Construction. Paula O. White, Director, Directorate of Cooperative and State Programs, USDOL-OSHA; Don Wright, M.D., Director, Office of Occupational Medicine, Directorate of Science, Technology, and Medicine, USDOL-OSHA; Elena Carr, Director, Working Partners and Drug Policy Coordinator, USDOL-ASP; and Emmett Russell, Director, Department of Safety and Health, International Union of Operating Engineers, an Alliance participant; discussed the goals and planned activities of the Drug Free Workplace Alliance to promote the benefits of drug-free workplaces.

  • Fast Facts [PDF - 234 KB]. Through the OSHA and Drug Free Workplace Alliance, the Drug Free Workplace participants developed "Fast Facts." The document provides information for employees about their role in keeping their worksites drug and alcohol free. (2007, October)
  • First-Line Fact Sheet [PDF - 145 KB]. Through the OSHA and Drug Free Workplace Alliance, the Drug Free Workplace participants developed "First-Line Fact Sheet." The Fact Sheet provides supervisors with information about implementing and maintaining drug and alcohol free policies and programs in the workplace. (2007, October)
  • Working Drug-Free Works [PDF - 3 MB]. Through the OSHA and Drug Free Workplace Alliance, the Drug Free Workplace participants developed "Working Drug-Free Works." The poster is available in English and Spanish. (2007, October)
