The HIV Capacity Building and Training Program reaches 15-25 Latino-serving community-based organizations in Los Angeles, San Diego, and San Bernadino Counties in California each year. The project focuses on programmatic assistance for established organizations, and administrative assistance for newer, emerging Latino-serving organizations. Year 01 focuses on Los Angeles County, with Years 02 and 03 expanding to also include San Diego and San Bernadino Counties.

The project focuses on training staff of participating organizations to improve the cultural efficacy of their programs. A two-day workshop, available in both English and Spanish, assists organizations in tailoring and adapting HIV prevention programs to Latinos. Specific modules related to the Centers for Disease Control and Prevention’s interventions are also presented, through four workshops each year, to facilitate the diffusion of effective interventions that are well-grounded in behavioral theory. Individual program development assistance is provided based on results of an organizational assessment. This one-on-one, peer-based program development assistance further facilitates organizations’ abilities to culturally adapt and tailor HIV programs, in order to help the Latino community in accessing prevention, care, and treatment programs. It is anticipated that organizations will report changes in program policies and/or program design to improve the cultural efficacy of their programs. For newer, smaller Latino-serving organizations, similar types of assistance are provided in budgeting and organizational development. Through workshops and individualized mentoring sessions, these emerging organizations receive assistance in improving fiscal and organizational capacity.
