The FSMC TA/CD program seeks to increase the likelihood that African Americans and Latinos within Montgomery County, Pennsylvania, who may be at risk for HIV/AIDS or who are HIV+ will become aware of and utilize an increasing number of available, affordable, community-based, consumer-friendly, well run, culturally sensitive HIV/AIDS treatment and prevention services that are targeted to individuals of minority backgrounds.
In order to achieve this, the project provides capacity building/technical assistance to 25 community-based organizations (CBOs) and one-on-one consultation/mentorship services to 8 CBOs. The project utilizes consultants to train and mentor CBOs to enhance their abilities in organizational capacity and infrastructure, organizational and staff cultural competency, and knowledge and skills related to HIV/AIDS and HIV services. Workshops and seminars are conducted on organizational issues, cultural competency, and HIV/AIDS competency. Individual one-on-one consultations are provided on an as needed basis to managers/executive directors and/or board members and line staff. The Montgomery County HIV/AIDS Task Force formed by workshop participants, offers ongoing group support and planning assistance and serve as a community vehicle for HIV/AIDS needs assessments, continuum of care gaps analysis and joint grant writing, with various agencies serving as the lead agency for different grants. As a result of this effort, it is expected that at least 9 of the 25 CBOs will expand current services and/or develop new HIV/AIDS related services targeted to minority communities within Montgomery County; 10 of the 25 CBOs will have submitted funding proposals to governmental and private sources for HIV/AIDS services; and additional 100 minority clients will receive HIV/AIDS services provided by some of the 25 CBO participants; at least 100 additional individuals will be referred for HIV testing as a result of the program.
