NCQA will highlight and recognize health plans for their exemplary efforts and demonstrated effectiveness in promoting cultural competence and addressing the health care needs of diverse members. The National Center for Cultural Competence (NCCC) strives to increase the capacity of health and mental health programs to design implement, and evaluate culturally and linguistically competent service delivery systems. The Center has designed an online Cultural Competence Health Practitioner Assessment that is intended to promote cultural and linguistic competence as essential approaches for practitioners in the elimination of health disparities among racial and ethnic groups. NCCC information is also available en Español through their Spanish language portal.

For three decades, the Judge David L. Bazelon Center for Mental Health Law has been the nation's leading legal advocate for people with mental disabilities. Our precedent-setting litigation has outlawed institutional abuse and won protections against arbitrary confinement. In the courts and in Congress, our advocacy has opened up public schools, workplaces, housing and other opportunities for people with mental disabilities to participate in community life.

The Office of Special Education Programs (OSEP) is dedicated to improving results for infants, toddlers, children and youth with disabilities ages birth through 21 by providing leadership and financial support to assist states and local districts. The Individuals with Disabilities Education Act (IDEA) authorizes formula grants to states, and discretionary grants to institutions of higher education and other non-profit organizations to support research, demonstrations, technical assistance and dissemination, technology and personnel development and parent-training and information centers.

External link The Multicultural Project Presented by Parent Advocacy Coalition for Educational Rights (PACER) Exit Disclaimer
PACER currently employs several members of diverse cultural groups to work with parents. Multicultural staff persons meet with and provide individual information, assistance and advocacy to parents and family members who have children with disabilities. In addition, staff regularly meet with leaders in their own communities to discuss how to increase and improve services to families. Workshops are held locally to discuss various topics, and to increase awareness of state and federal laws that have been passed to ensure that children with disabilities are treated fairly.

LEP.gov promotes a positive and cooperative understanding of the importance of language access to federal programs and federally assisted programs. This website supports fair, reasoned and consistent implementation of Executive Order 13166, Title VI, and the Title VI regulations regarding language access. The Language and Cultural Access Program (LCAP) was initiated in 1994 in collaboration with local community, public and private health organizations and with support from Kaiser Family Foundation and Robert Wood Johnson Foundation through the Opening Doors initiative, and the Ridgecliff Foundation. It was developed out of concerns over the increased language barriers which non-English speakers face within managed care systems of service delivery.

The Council of Latino Agencies was founded in 1977 by a group of organizations and community activists to serve the District of Columbia's burgeoning Latino community, primarily Central Americans fleeing the ravages of civil war and political repression. Originally known as the Council of the Hispanic Community and Agencies (CHCA), the newly-formed coalition envisioned that with the establishment of a consolidated grassroots network, the Latino community would be better positioned to address its own needs in a cost-effective, comprehensive and professional manner. The organization also perceived the need to play a leadership role in fostering cooperation, coordination, and resource-sharing among service agencies to meet the most basic needs of low-income Latinos in Washington.

Title VI, 42 U.S.C. § 2000d et seq., was enacted as part of the landmark Civil Rights Act of 1964. It prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance. As President John F.
