BACKGROUND

Named after the 26 th Secretary of Commerce, the Malcolm Baldrige National Quality Program was established by law in 1987. Last October, President Bush signed into law legislation that would permit federal agencies to apply for the Baldrige Award for the first time in 2006. Managed by the National Institute of Standards and Technology, the Baldrige Program has been used for years in the public and private sectors to improve organizational effectiveness.
