Overview

Through the OSHA and NMSA Alliance, the organizations are working together to provide NMSA members and others in the marine cargo handling industry with information, guidance, and access to training resources to protect employees' health and safety, particularly in addressing intermodal container lashing issues and marine terminal traffic safety.

In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

  1. Events and Products

    Training and Education Goals


    • Work with OSHA to provide expertise to develop workplace safety and health curricula on hazards in the marine cargo handling industry.

      The OSHA and NMSA Alliance Implementation Team has not started work on programs or projects to address this goal.
    Outreach and Communication Goals

    • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and NMSA's Web sites) to employers and employees in the industry.

    OSHA and NMSA Alliance Web page


    OSHA developed an OSHA and NMSA Alliance Web page that is posted on the Agency's Web site. The page includes the OSHA and NMSA agreement, news releases, and activities and events. This Web page is updated on a regular basis.

    Publications and Newsletters

    Articles on the OSHA and NMSA Alliance activities have appeared in a number of print and online publications, including: NMSA's Semi-Annual Newsletter, BNA Daily Labor Report, BNA Occupational Safety and Health Reporter, CCH Safety NetNews, Environmental Resource Center, Business and Legal Reports, and Occupational Hazards Magazine.     • Speak, exhibit, or appear at OSHA's and NMSA's conferences and events such as NMSA Annual Meeting, safety summits and training sessions.
    NMSA Technical Committee Meeting, March 14-15, 2007, Houston, Texas

    On March 14, 2007, Roger Banaitis, Safety and Health Manager, Region VI, Dallas, Texas, USDOL-OSHA updated 30 attendees on the agency's standards that address powered industrial trucks and marine terminal/longshoring enforcement programs at the NMSA Technical Committee Meeting in Houston, Texas.

    NMSA Technical Committee Meeting, September 13-14, 2006, Vancouver, Washington

    On September 13, 2006 Carl Halgren, then Area Director, Region X, Portland, Oregon Area Office, USDOL-OSHA updated 25 attendees on the OSHA Alliance Program and activities of the OSHA and NMSA Alliance at the NMSA Technical Committee Meeting in Vancouver, Washington.

    NMSA Annual Meeting, June 23, 2006, Charleston, South Carolina

    On June 23, 2006, Edwin G. Foulke, Jr., Assistant Secretary, USDOL-OSHA, gave a presentation on the OSHA Alliance Program to 135 attendees during the NMSA Annual Meeting in Charleston, South Carolina. Following his speech, Mr. Foulke signed the OSHA and NMSA Alliance agreement.

    • Share information among OSHA personnel and industry safety and health professionals regarding NMSA best practices or effective approaches and publicize results through outreach by NMSA and through OSHA-or NMSA developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).
    Motor Vehicle Safety Tips Sheet for Marine Terminals

    The OSHA and NMSA Alliance Implementation Team is working with OSHA's Office of Maritime Enforcement and Office of Maritime Standards to develop Motor Vehicle Safety Tip Sheets for Marine Terminals.

    Longshoring and Marine Terminals Hazard and Abatement Summaries

    The OSHA and NMSA Alliance Implementation Team is working with OSHA's Office of Maritime Enforcement and Office of Maritime Standards to develop Longshoring and Marine Terminals Hazard and Abatement Summaries.

    • Promote and encourage NMSA's participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

    Promoting the National Dialogue on Workplace Safety and Health

    • Develop and disseminate case studies illustrating the business value of safety and health, and publicize the results.

    • Convene or participate in forums, round table discussions, or stakeholder meetings to address safety and health issues in the marine cargo handling industry, including intermodal container lashing and marine terminal traffic.

  2. Executive Summary

    During the OSHA and NMSA Alliance's first year a productive working relationship was established between the organizations. OSHA learned more about the marine cargo handling industry and NMSA learned more about the compliance assistance resources that the Agency has developed. In addition, NMSA's members hear directly from OSHA representatives about safety and health issues in the industry. For example:

IV. Upcoming Milestones

In the upcoming year, OSHA's and NMSA's implementation team will undertake a number of activities and develop several products.

For example, NMSA will complete its draft Motor Vehicle Safety Tips Sheets for Marine Terminals in Fall 2007. OSHA will provide NMSA with feedback on the document. NMSA will also develop and post a NMSA and OSHA Alliance Web page on its Web site. The Web page will include the Alliance Program logo and links to the Alliance agreement and other safety and health information on the OSHA's Web site.

Through the Alliance, NMSA has asked OSHA to schedule a meeting in September 2007 at the Department of Labor in Washington, DC. The agenda will include an implementation team meeting, a maritime industry question and answer session with DEP and OME, and a presentation on the OSHA Web site by Barnett Lawrence, Compliance Assistance Coordinator, OOSA.

In addition, OSHA will invite NMSA to assist in delivering presentations during the OSHA Training Institute's 2060 Longshoring and Marine Terminals Course which is scheduled for November 2007 in Long Beach, California. The OSHA and NMSA Alliance will also continue working with the agency's Office of Maritime Enforcement to review OSHA data in order to identify topics and hazards to address for Fatality Fact Sheets.
