Chavez Phone: (617) 565-2075 OSHA Announces Construction Partnership In U.S. Virgin Islands NEW YORK -- -- The U.S. Labor Department's Occupational Safety and Health Administration (OSHA), through its Puerto Rico area office, has entered into a partnership in the U.S. Virgin Islands with a construction and maintenance firm, an integrated oil refinery, and a local union to ensure the safety and health of workers. Joining OSHA in the partnership are the Virgin Islands Department of Labor-Division of Occupational Safety and Health, Triangle Construction and Maintenance, Inc., Hovensa, LLC refinery, and Our Virgin Islands Labor Union. Triangle operates as a subcontractor to Hovensa, LLC in St. Croix. The company employs some 400 workers in numerous crafts. It has provided construction and maintenance work in the refinery for 15 years. "This partnership will help to improve safety and health for workers at all levels," said Patricia K. Clark, OSHA's regional administrator in New York. "It demonstrates OSHA's commitment to work cooperatively with employers and employee representatives who make every effort to eliminate hazards and reduce injuries." Objectives of the agreement are to reduce the incident rate for injuries and illnesses by 20 percent per year for the first three years of the partnership, and to reduce the number and severity of injuries and illnesses by 15 percent. Under the terms of the partnership, contractors must meet stringent safety guidelines that include: maintaining a site-specific written safety and health program that ensures employee involvement; providing all new employees a comprehensive safety orientation, and providing training for employees on hazards and regulations applicable to their work, prior to commencing work. In return for meeting these criteria, OSHA will not target the job site for a planned or programmed inspection once a verification inspection has been completed. OSHA will conduct unplanned site inspections only in response to reports of imminent danger, a fatality or catastrophic accident, or a signed employee complaint OSHA's Puerto Rico Area Office is located at the Triple S Plaza Building, Room 5B, 1510 F.D.
