WICHITA, Kan. -- A statewide effort to identify, reduce or eliminate the hazards associated with exposure to lead in the workplace is a local extension of the U.S. Department of Labor Occupational Safety and Health Administration's (OSHA) National Emphasis Program (NEP) on Lead. The Local Emphasis Program (LEP) will be conducted throughout Kansas for fiscal year 2004. U.S. Labor Secretary Elaine L. Chao said, "The adverse affects to workers exposed to lead are well established. The primary goal of OSHA's National Emphasis Program is to eradicate these hazards in the workplace. Local programs such as the one in Kansas serve to amplify OSHA's commitment to ensuring the safety and health of workers in all occupations." The OSHA LEP in Kansas has a five percent total reduction goal in the number of injuries and illnesses related to blood lead levels. The program will target general industry businesses that have the potential for employees to be exposed to lead. Prior to any inspections conducted by OSHA, area employers will receive information about the LEP, its purpose, scope, and selection criteria. Also, information about this program will be made available upon request to professional associations and labor organizations. Health inspections under this LEP will be scheduled and conducted according to an established procedure. OSHA will address all aspects of any potential lead work exposure. Also, OSHA will review the employer's written documentation supporting the existence of workplace safety and health programs and particularly those associated with lead compliance. The Kansas LEP data collected will be submitted by November 30, 2004 and evaluated by OSHA to determine the effectiveness of the program. The National Emphasis Program to reduce occupational exposure to lead became effective July 20, 2001 and directed OSHA's field inspection efforts to address lead exposures in the workplace.
