Strategic Prevention Framework

Fiscal Years 2006 and 2007


PURPOSE

 

 

 

Build the capacity of States, tribes, Territories, and communities to decrease substance use and abuse, promote mental health, and reduce disability, comorbidity, and relapse related to mental and substance use conditions.

The Strategic Prevention Framework (SPF) implements the following five-step process: 1) c onduct a community needs assessment, 2) mobilize and/or build capacity, 3) develop a comprehensive strategic plan, 4) implement evidence-based prevention programs and infrastructure development activities, and 5) monitor process, evaluate effectiveness. The SPF approach to prevention supports the President’s vision of a Healthier U.S. in States, tribes, Territories, and communities.


PERFORMANCE MEASURES

 

Long Term Measures

  • Reduce the percentage of persons aged 12-17 who report use of alcohol and other drugs in the past 30 days Baseline: Alcohol 17.6% (NSDUH, 2004) Illicit Drugs 10.6% (NSDUH, 2004)
  • Increase the number of people served through SAMHSA’s prevention and early intervention programs: Baseline: CSAP PRNS Grants: 205,429 (CSAP Data Coordination and Consolidation Center, 2005)

Annual Measures

  • Increase from 1600 to 1700 the number of evidence-based substance abuse prevention and early intervention programs, policies and practices implemented by States and communities. (Source: PRNS Grant Program Data, FY 2005)
  • Meet or exceed the FY 2006 target levels for services delivered through CSAT’s Screening, Brief Intervention and Referral to Treatment Program (156,000 screenings) (Source: SBIRT Program Data, FY 2005)

The following are policy and program parameters that are addressed or reflected in the action plan:

  • The Secretary has launched the “Healthier U.S.” Initiative, creating an opportunity to integrate substance abuse prevention, mental health promotion and prevention of mental disorders into broader health promotion/prevention activities.
  • SAMHSA is operating in an environment of increased performance accountability. To that end, the Administrator has defined a set of National Outcome Measures (NOMS) through which SAMHSA will manage and measure the performance of all SAMHSA grant programs

  • Monitor the extent to which the Strategic Prevention Framework SIG addresses those population groups prioritized on the SAMHSA matrix that are appropriate and relevant to the programs within the matrix area.
  • Implement SPF in 65% of States.
  • Establish State Epidemiological Outcome Workgroups in all States.
  • Develop and implement a Prevention Fellows Program for the States and Territories to help implement the SPF.
  • Complete 3-year implementation plan for prevention/early intervention NOMS.
  • Increase the number of candidate programs addressing prevention and early intervention that apply for review by the National Registry of Evidence-Based Programs and Practices (NREPP).
  • Implement and improve the MapIt tool for “Helping America’s Youth” White House Initiative
