Homelessness

Fiscal Years 2006 and 2007


 
Purpose

Prevent or reduce homelessness among persons with mental illnesses and/or substance abuse disorders by providing outreach, mental health, substance abuse prevention and treatment, and other supportive services to individuals who are homeless or at risk of becoming homeless.

** It is estimated that up to 600,000 persons are homeless on any given night. Many homeless individuals, in particular those who experience chronic homelessness, tend to have disabling health and behavioral health problems. One-half of homeless adults have histories of alcohol abuse or dependence and one-third have histories of drug abuse. About 20-25% of homeless adults have lifetime histories of serious mental illness. Between 10-20% have a co-occurring substance abuse/mental health disorder.


 
Performance Measures
 

Long Term Measure

  • Increase the number of individuals who are receiving mental health, substance abuse prevention, or substance abuse treatment services, have entered into stable living conditions, and show improved functioning in the community.

Annual Measures

  • Increase number of individuals contacted through outreach. (Baseline: PATH; 156,458; 2003).
  • Increase percentage of those contacted who enroll in homeless services (Baseline : PATH; 62,543, 39.97%; 2003).
  • Increase percentage of homeless persons receiving substance abuse and mental health services as measured by SAMHSA funded programs. (Baseline: NOMS reporting. Expected baseline FY 2006 (May 2007)).
  • Increase percentage of homeless persons who enter into stable living condition, as measured from entry to 6-month follow-up after exit from an episode of care (Baseline: GBHI; Intake: 7.6%, 6-month F/U: 24%, 226% change; 2005)
  • Increase percentage of homeless persons who obtain and maintain employment, as measured from entry to 6-month follow-up after exit from an episode of care (Baseline: GBHI; Intake: 13%, 6-month F/U: 32%, 146.8% change; 2005)
  • Increase percentage of homeless persons who demonstrate abstinence from substance use, as measured from entry to 6-month follow-up after exit from an episode of care (Baseline: GBHI; Intake: 45.5%, 6-month F/U: 69.7%, 53% change; 2005).
  • Increase number of persons trained to implement effective substance abuse and mental health services and treatments for persons who are homeless (Baseline: National Resource and Training Center on Homelessness and PATH; 1,265 persons trained; 2005)
  • Increase number of grantees (States, communities, and providers) measuring and reporting on the National Outcome Measure on stable living situation (Baseline: NOMS reporting. Baseline year is FY 2006 (May 2007))


 
Policy & Program Parameters - including drivers:

The following are policy and program parameters that are addressed or reflected in the action plan:

  • Administration’s commitment to end chronic homelessness in ten years.
  • Department’s participation in the White House Interagency Council on Homelessness.
  • SAMHSA’s involvement in the Secretary’s Workgroup on Homelessness.

 
Key Activities
FY 06-07:
  • Ensure that persons experiencing homelessness are a significant focus in SAMHSA’s four redwood grant programs, as appropriate: Mental Health Systems Transformation SIG, Access to Recovery, Strategic Prevention Framework SIG, and COSIG. ( Track State and community grant activities, technical assistance and outcomes.)
  • Promote the use of the existing toolkits on Assertive Community Treatment and Integrated Dual Disorders Treatment the forthcoming tool kit on Supported Housing, and Treatment Improvement Protocol #42.
  • Publish a special issue of the Journal of Primary Prevention devoted to the prevention of homelessness.  
  • Collect and report NOMS for persons experiencing homelessness.
  • Increase the number of candidate programs addressing homelessness that apply for review by the National Registry of Evidence-based Programs and Practices (NREPP).
