Co-occurring Disorders

Fiscal Years 2006 and 2007

PURPOSE

 

 

To expand and improve prevention, appropriate treatment and other supportive services to individuals with and/or at risk for co-occurring disorders. Approximately 4.6 million individuals in the United States are estimated to be affected by co-occurring mental and substance abuse disorders. However, only a small percentage of these individuals receive treatment that addresses both disorders.

PERFORMANCE MEASURES

 

Long Term Measures

  • Increase the percentage of persons with co-occurring disorders who receive appropriate treatment services that address both disorders. (Data Source: Baseline, 7.5% NSDUH, 2003)

  • Increase the percentage of adolescents aged 12 – 17 who receive appropriate prevention services that address substance abuse and mental health. (Data Source: SPF, Baseline: TBD, 2007)

  • Increase the percentage of persons who experience reduced impairment from their co-occurring disorders following appropriate treatment. (Data Source: COSIG Program, Baseline: TBD,2006)

Annual Measures

  • Increase the percentage of prevention and treatment settings that:

- screen for co-occurring disorders (Data Source: COSIG Program, Baseline: TBD, 2006)
- assess for co-occurring disorders (Data Source: COSIG Program, Baseline: TBD, 2006)
- provide treatment to clients through collaborative, consultative and integrated models of care.

  • Increase the number of grantees (States, communities, and providers) measuring and reporting on co-occurring programs and practices and models of treatment. (Data Source: COSIG Program, Baseline: TBD, 2006)

  • Increase the number of people trained to implement appropriate co-occurring prevention and integrated treatments among States, communities, providers and consumers. (Data Source: COCE, Baseline: TBD, 2006)

  • Increase the number of States and Tribes with State and Tribal-level action plans for improving access to mainstream and specialty services for individuals with co-occurring disorders. (Data Source: COCE, Baseline: 19 States, 2005)

POLICY AND PROGRAM PARAMETERS – including drivers:

The following are policy and program parameters that are addressed or reflected in the action plan:

  • SAMHSA’s commitment to full implementation of recommendations in the Report to Congress on the Prevention and Treatment of Co-Occurring Substance Abuse Disorders and Mental Disorders.

  • The need to integrate the issue of co-occurring disorders into the following major SAMHSA initiatives: 1) Mental Health System Transformation, 2) the Substance Abuse Treatment Capacity Initiative, and 3) the Strategic Prevention Framework.

KEY ACTIVITIES – FY 06-07:

 

  • Ensure that co-occurring disorders (CODs) are a significant focus in the following redwood grant programs, as appropriate: Mental Health System Transformation SIG, Access to Recovery, and the Strategic Prevention Framework SIG. ( Track State and community grant activities, technical assistance, and outcomes.)
  • Monitor the extent to which COSIG addresses those population groups prioritized on the SAMHSA matrix area that are appropriate and relevant to the programs within the matrix area.
  • Create and disseminate a nationally accepted framework for developing, implementing and sustaining co-occurring disorders prevention and treatment service systems.
  • Increase the number of candidate programs addressing co-occurring disorders that apply for review to the National Registry of Evidence-based Programs and Practices (NREPP) addressing co-occurring disorders.
  • Hold a policy academy for Tribal organizations, communities, and governments to assist in developing and sustaining service systems for the unique needs of AI/AN with and at risk for COD and for interested States who have not participated in a policy academy to date.
  • Develop a set of integrated mental health and substance abuse treatment outcomes and collect and report on these core outcomes for the COSIG program.

  • Issue a Request for Application for FY 2006 COSIG Awards (Cohort 4)
