Under the authority of 42 U.S.C. Section 290hh, Public Health Service Act, Section 581, the Substance Abuse and Mental Health Services Administration (SAMHSA) announces the availability of funds to expand and enhance grant activities funded under the Technical Assistance Center for Mental Health Promotion and Youth Violence Prevention grant announcement.

The purpose of the supplemental funding is to expand the provision of technical assistance services to approximately twenty new Safe Schools/Healthy Students (SS/HS) grantees that were not accounted for in the original budget. The original budget was based on the President’s budget which assumed that new SS/HS grantees would not be funded. The supplemental funding is also needed to develop additional resources for grantee utilization in implementing their grant initiative.

At a minimum the supplemental funds awarded will be used to conduct the following activities:

• Expand consultation and site specific technical assistance services to newly awarded SS/HS grantees.
• Expand cross site technical assistance services to newly awarded SS/HS grantees.
• Develop a toolkit that will guide SS/HS grantees in developing, implementing, and monitoring the evaluation of their grant initiative.
• Develop an implementation guide addressing the provision of mental health prevention and intervention services within a school based setting
• Develop a “how-to” guide addressing how SS/HS grantees can link their grant initiative and local mental health authority with their State mental health authority.

This announcement addresses Healthy People 2010 focus area 18 (Mental Health).

Eligibility

Eligibility for this funding opportunity is limited to Educational Development Center, Inc. (EDC). As the current technical assistance provider for SS/HS grantees, EDC has the experience, background, and relationship with SS/HS grantees to collaborate with them and to meet the government’s needs. In delivering both site-specific as well as cross-site technical assistance service, it would be inefficient, confusing, and wasteful for more than one technical assistance provider to be providing services to SS/HS grantees or to an exclusive cohort of SS/HS grantees.

Award Information

The estimated funding available is $1,350,000. The proposed budget cannot exceed the allowable amount of the proposed project for one year for this project. This amount includes both direct and indirect costs.

Cost-sharing is not required in this program, and applications will not be screened out on the basis of cost sharing. However, you may include cash or in-kind contributions in your application as evidence of commitment to the proposed project.
