This graphic shows the process by which MCHB develops its performance measures.

The first step includes an examination of existing data, which includes state/national indicators, Healthy People 2010, legislative priorities, and partnerships input. The second step includes determining priorities based on the data available. The third step taking the priorities and applying the four levels of services described in the MCH Pyramid. Within each of those levels, performance measures are developed for specific programs in the fourth step. Finally, those measures are aggregated across the programs to provide final outcome measures.
