The Intergovernmental Personnel Act, or IPA, Agreement Assignment Program facilitates cooperation between the federal government and non-federal organizations. Non-federal organizations such as state and local governments, Native American governments, and institutions of higher education are eligible to participate in the program. These assignments allow skilled federal employees and non-federal employees to serve for a limited period for the benefit of both federal and non-federal organizations. Marshall Space Flight Center’s assignments are coordinated by the MSFC Office of Human Capital, Academic Affairs Office. Assignments (intermittent, part-time, or full-time) can be made for up to four years and may be extended an additional two years. Federal employees serving on a career or career-conditional appointment are eligible to participate. Non-federal employees in a career position, and who have been with the organization at least 90 days, are eligible to participate. Cost associated with the assignment (e.g., salary, benefits and travel) is negotiated between the participating organizations.
