International Acquisition Programs

Under the leadership of Rear Adm. Gary T. Blore, the Assistant Commandant for Acquisition, the Office of International Acquisition is the critical link between the overall U.S. Coast Guard acquisition effort and the international community.

Mission

The mission of the Office of International Acquisition is to achieve the Commandant's international policy objectives, satisfy Combatant Commanders' capability requirements, and reduce risk to the United States Coast Guard acquisition programs through international sales/transfers of articles and services.

Responsibilities

On Oct. 3, 2005, the U.S. Coast Guard established the Office of International Acquisition Programs for mangement, execution, and support of Foreign Military Sales (FMS), Excess Defense Article (EDA) programs and any associated cooperative/collaborative agreements including:

International business development
Interagency and United States Government-industry coordination
Technology security and disclosure analysis
Letter of Offer and Acceptance (LOA) preparation and implementation
FMS/EDA project delivery execution and financial management
FMS logistics support management

The staff of International Acquisition Programs is engaged in educating prospective foreign partners and the security assistance community how they might benefit from the various Coast Guard programs.

Status

Since 1997, the Coast Guard has transferred over 115 decommissioned vessels to 26 countries through EDA and over 70 new construction vessels to 11 countries throgh FMS. Over 900 crewmembers from foreign maritime services have received technical and operational training during the transfer of these vessels. Transfer programs also include logistics and technical support to ensure continued operation of the vessels.

International Affairs Coordination

The Office of International Acquisition coordinates regularly with USCG International Affairs, which advises, informs, and assists the Commandant on strategies, foreign policy matters, and the general impact of Coast Guard programs and operations on international affairs. International Affairs also coordinating other aspects of Coast Guard international engagement, including participating in international organizations, training foreign personnel, arranging visits by foreign officials, providing technical assistance to foreign governments, and monitoring travel of Coast Guard personnel abroad.
