Biography - Jay Fadgen


Executive Consultant - Federal Consulting Group, Department of the Treasury

Jay Fadgen provides consulting, facilitation and education support to private and public sector leaders seeking organization transformation and management improvement—all grounded in the Malcolm Baldrige Criteria for Performance Excellence. He is a Board Examiner for the Malcolm Baldrige National Quality Award (1998, 1999, 2000, 2001, 2002, 2003, 2004) and is Judge with Virginia's Senate Productivity and Quality Award (SPQA). He has worked for eight years as an Executive Consultant of the Federal Consulting Group (FCG) including two years prior to his retirement from the federal government (Naval Air Systems Command) where he served nearly 27 years—mostly at the Senior Executive Service level.

Jay has worked with hundreds of federal government leaders in several agencies including Veterans Affairs, Treasury, Transportation, Energy, and Homeland Security. Examples of his work include--

  • » Designed and helped agency leadership implement two agency-wide Baldrige-based self-assessment programs that have been successful over several years now in clarifying mission focus, strengthening process management, and improving results;
  • » Designed and helped implement a broadly participative strategic planning process and performance measurement system in two government agencies; and
  • » Developed and delivered seminars on customer-driven/citizen-centered performance and organizational self-assessment using the Baldrige criteria.

Jay exercised transformational leadership with several groups undergoing rapid change during his years of government service. In the 1980's, he led the Joint Cruise Missiles Project acquisition directorate as the Project transitioned from research and development activity to a production program. He led the design and implementation of that Project's integration into NAVAIR in 1986 and was key to NAVAIR's cultural and value shift to an Integrated Product Team/Competency Aligned Organization. Jay shares credit for NAVAIR winning the President's Quality Award---twice.

Jay has received numerous performance awards. He has an M.A. from Duquesne University , did doctoral work at the University of Pittsburgh , and completed numerous executive leadership and business courses at the Darden School , University of Virginia and at the Graduate School of Industrial Administration, Carnegie-Mellon University . Born in Pittsburgh , Pennsylvania , he currently resides in Virginia with his wife Sharon.
