William A. Cira, Associate Director, Classification Management at the Information Security Oversight Office (ISOO)
William A. Cira has been selected as the new Associate Director, Classification Management at the Information Security Oversight Office (ISOO).
Mr. Cira joined ISOO in September, 2003, where his work has focused on classification policies and procedures. He has led interagency working groups that proposed new information security policies for the executive branch, reviewed the information security programs of numerous agencies, and produced the ISOO Annual Report to the President and training materials on classification procedures. He represents ISOO to the Intelligence Community and agencies that specialize in foreign relations.
Prior to his current federal government career Mr. Cira was on active service with the U.S. Navy for 25 years, retiring with the rank of Captain. During his Navy career he specialized in surface ship operations, anti-terrorism analysis, and Guard and Reserve support to intelligence and information operations programs.
Mr. Cira has a bachelor’s degree in history from Illinois State University, and a master’s degree in Public Administration from the University of Oklahoma. He is also a graduate of the Defense Intelligence College and the U.S. Army War College
