INTRODUCTION

The Host Nation Spectrum Worldwide Database Online (HNSWDO) is a web application that facilitates war fighter deployment and communications by providing worldwide visibility of host nation radio frequency (RF) spectrum dependent equipment’s supportability.
It automates distribution of host nation coordination requests and Combatant Command (COCOM) submission of host nation supportability comments, reducing the time required to manage the process. It enables managers to determine the historical supportability of similar system’s RF spectrum.  This provides informed design decision-making concerning frequency bands, thereby mitigating the risk of acquiring potentially unsupportable RF dependant systems.  The HNSWDO application provides the user with near real time updates and dramatic reductions in process lag from years to months. 

HISTORY

The HNSWDO replaces the standalone HNSWD application with a web-based system utilizing a centralized database.  The HNSWDO improves availability and accessibility by providing up-to-date 24/7 online access to host nation coordination papers, national and international allocation tables and platform data.

The legacy HNSWD system was created to address a DoD wide deficiency identified in the Oct 98 DoD IG Audit. The general requirements for this software application were further articulated in two Military Communications-Electronics Board (MCEB) Referrals.  Requirements were then defined in a series of meetings with stakeholders, from the Service Military Departments (MILDEPS), Warfighting COCOMS, service MAJCOMs and finally many meetings with the MCEB, Electronic Systems Certification (ESC) Permanent Working Group (PWG).

The HNSWD was chosen to be the interim system of record for DoD Host Nation Telecommunications Agreements (Host Nation RF Supportability Comments) pending COCOM concurrence. These requirements were finalized on the 28th of August 2001 meeting of the warfighting COCOMS, service MILDEPs and MAJCOMs. HQ Air Combat Command, Spectrum Certification Team (DSD Labs) developed this application in cooperation with COCOMs, Service MILDEPs, MAJCOMs, and the Joint Spectrum Center (JSC). This was an extensive combined effort to collect, compile and transcribe information from a wide variety of sources into the HNSWD.  HNSWD was replaced with HNSWDO on the 19th of July 2007.

Access Request

The SAAR DD Form 2875, APR 2005 must be on file in order to access either the Classified or the Unclassified HNSWDO application. Complete Parts I, II and III and fax it to the HNSWDO Help Desk Fax (410) 293-9913.

Unclassified (NIPRNet) HNSWDO New User Registration

New users who have completed form DD Form 2875, can register for an unclassified user account using the following link https://HNSWDO.jsc.mil.

After your registration information is validated, you will receive an email from the HNSWDO help desk confirming your account creation. Once you receive your registration confirmation, you will be able to access the HNSWDO application using your CAC card via https://HNSWDO.jsc.mil
