Dennis O'Brien
Director, Office of Competitive Sourcing
Denny O’Brien, is the Director of the Department of Energy’s (DOE) Office of Competitive Sourcing/A-76. His office is responsible for leading the Department’s A-76 Program and its effort in fulfilling the President’s Management Agenda Competitive Sourcing Initiative; and collects and analyses the FAIR Act Inventory. O’Brien came to DOE from the Vector Research Institute where he was a Senior Program Manager responsible for DoD logistics, acquisition and production program management. Previously, he worked for over five years with the Raytheon Technical Services Company (RTSC) where he was first a Program Manager for test and evaluation range operations and then a Business Development Manager for information technology. Prior to joining Raytheon, Denny O’Brien completed a 30-year career as an officer in the United States Army. His military assignments were primarily in the munitions, procurement and research/development fields. He earned a Professional Designation in Contracts from the Air Force Institute of Technology, was a warranted Contracting Officer and a US Army-certified Program and Logistics Manager. He was also a member of the Army’s Acquisition Corps. Denny holds a B.A. from the University of Nebraska and an M.A. in Logistics Management from Central Michigan University. He was a faculty member at the Air Force Institute of Technology, is a graduate of the Industrial College of the Armed Forces, and served as a Senior Fellow at the National Defense University. He resides in Washington, DC, with his wife, Margaret, who is a Department of Transportation CIO, and has two sons, Richard and Michael and two grandchildren.
