The odd numbering scheme that starts with -4 is due to an error on my part.
The initial Circulars were distributed without numbers.
Then at around circular #15 serial numbers were added post facto,
but at that time an error in counting all the previous circulars was made.
Hence, the numbering goes back to -4 with the discovery
of the previously missed circulars.
