Notarization/Witnessing Requirements

The following states have notary and/or witnessing requirements for the Federal Post Card Application: American Samoa, Puerto Rico, and South Dakota.

The following states have notary and/or witnessing requirements for the the Federal Write-In Absentee Ballot (FWAB): Louisiana, Mississippi, North Carolina, Puerto Rico, and Wisconsin.

If you are using the back-up FWAB any required notary/witness must sign block 7 of the Voter's Declaration/Affirmation. All designated military Voting Assistance Officers and Embassy and Consular Officials can notarize absentee balloting materials free of charge.
