Global Health Surveillance (GHS)

Overview

Health surveillance is critical to medical readiness and force health protection. Health surveillance is the systematic collection of relevant, valid data, with timely analysis and interpretation, providing dissemination and feedback to those who need it and can act on it. The mission of the Global Health Surveillance (GHS) capability area of FHP&R is to promote or enhance the health of military and military- associated populations and provide support on surveillance issues. GHS focuses its efforts and generates recurring reports in the following surveillance areas:

  • Diseases - Referring to Reportable Medical Events or other specific diseases of interest.
  • Injury - Including battle injury (BI) and non-battle injury (NBI).
  • Occupational/ Environmental Health - Includes Embedded Fragments and Birth Defects Registries.
  • Mortality - DoD's official military casualty information is maintained by OSD Statistical Information Analysis Division (SIAD).
  • Data Standards - Developing methods and performing validation.
  • Outbreaks ("real-time") - Collecting and analyzing syndrome-related data to detect a change or trend in the health of a population. This is monitored with a system called ESSENCE supported by the Executive Information and Decision Support (EIDS).

GHS Partners and Resources

Air Force Institute for Operational Health (AFIOH), Epidemiology Services Branch supports a fit and ready force by providing evidence-based information and analysis through state-of-the-art medical surveillance, analytical epidemiology and preventive medical consultation in deployed and non-deployed environments.

The Armed Forces Institute of Pathology (AFIP) Armed Forces Medical Examiner System (AFMES) is a Department of Defense standard system to conduct scientific forensic investigations for determining the cause and manner of death of members of the Armed Forces on active duty or on active duty for training and, under specific circumstances, civilians who die in areas of exclusive federal jurisdiction.

Armed Forces Medical Intelligence Center (AFMIC), part of the Defense Intelligence Agency (DIA), this tri-service organization produces finished, all-source medical intelligence assessments, forecasts and databases on foreign military and civilian health care capabilities and trends, worldwide infectious disease risks, global environmental health risks, and militarily significant life science issues, to include biotechnology and nuclear, biological and chemical medical defense advancements.

Army Medical Surveillance Activity (AMSA), part of the US Army Center for Health Promotion and Preventive Medicine (USACHPPM), is the central epidemiological resource for the Army providing regularly scheduled and customer-requested analyses and reports to policy makers, medical planners, and researchers. The Medical Surveillance Monthly Report (MSMR) is the Army AMSA's principal vehicle for disseminating medical surveillance information of broad interest.

Centers for Disease Control and Prevention (CDC), the Public Health Information Network (PHIN) initiative of BioSense, the national program designed to improve the nation's capabilities for real-time biosurveillance and situational awareness at a time when the vast number of health-related information systems that exist nationally vary in their ability to share data to support immediate biosurveillance needs.

Defense Medical Surveillance System (DMSS),operated by AMSA, is the DoD health information system whose database contains up-to-date and historical data on diseases and medical events (e.g., hospitalizations, ambulatory visits, reportable diseases, HIV tests, acute respiratory diseases, and health risk appraisals) and longitudinal data on personnel and deployments.

Defense Manpower Data Center (DMDC) is responsible for collecting as much information as possible on Defense Department personnel, including active duty, reservists, military retirees, and their dependents, as well as DoD civilian employees and contractors. The data center also collects information on active duty accessions and separation data. All this data is used to provide management information services on personnel issues to the defense community.

Department of Veterans Affairs (VA), Office of Public Health and Environmental Hazards (OPHEH) focuses on improving the health of veterans through professionally developed policies relating to surveillance, prevention and treatment, energetic outreach, and special attention to unique healthcare needs of special populations.

Deployment Health Clinical Center (DHCC) improves deployment-related health by providing caring assistance and medical advocacy for military personnel and families with deployment-related health concerns. DHCC serves as a catalyst and resource center for the continuous improvement of deployment-related healthcare across the military healthcare system.

DoD Global Emerging Infections Surveillance and Response System (DoD-GEIS) is headed by a Director who directs the Tri-Service staff of the central hub which a) helps coordinate prevention, surveillance and response efforts of DoD internally and externally, b) encourages and assists education, training and research efforts in DoD, and c) facilitates communication and information flow across DoD.

National Biosurveillance Integration System (NBIS) is the Department of Homeland Security (DHS) overarching program to combine health data from CDC, agricultural data from the USDA, food data from a combination of USDA and HHS, and environmental monitoring from BioWatch to improve detection and response. The National Biosurveillance Integration Center (NBIC) is the facility, which houses the National Biosurveillance Group (NBSG).

Naval Health Research Center (NHRC), DoD Center for Deployment Health Research Program conducts epidemiological studies to investigate the health experience of military personnel and their families, and develops and evaluates appropriate health surveillance strategies.

Navy Environmental Health Center (NEHC) EpiData Center provides descriptive and multi-level analyses for cluster investigations, disease and injury risk, public health assessments, focus on health outcomes through intervention studies and manage the Navy and Marine Corps Deployment Health Assessment databases.
