ABSTRACT: The National DNA Index System (NDIS) maintains data
which identifies DNA associations with DNA records obtained during an
investigation of a crime or a missing person. The System also contains
data used for statistical and identification research.
PURPOSE: The purpose of this System and the DNA records maintained
in the System is to provide a national storage medium for DNA records
input by criminal justice agencies. These records can be searched in
order to identify DNA associations with a DNA record obtained during
an investigation of a crime or a missing person. The System is also maintained
for statistical, identification research, protocol development and quality
control purposes.
ACCESS CONSTRAINTS: All records in NDIS are protected from unauthorized
access through appropriate administrative, physical, and technical safeguards.
These safeguards include restricting access to those with a need to know
to perform their official duties and using locks, alarm devices, passwords,
and/or encrypting data communications.
USE CONSTRAINTS: Users of NDIS will be restricted to only those
privileges necessary to perform an authorized task(s).
AGENCY PROGRAM: NDIS was established pursuant to the authority
granted to the FBI in the Violent Crime Control and Law Enforcement Act
of 1994.
SOURCES OF DATA: DNA records in NDIS are received from the FBI,
and other federal, state, and local criminal justice agencies.

ORDER PROCESS: This system of records has been exempted from subsection
(d) and (e)(4)(H) of the Privacy Act, pursuant to subsection (j)(2) of
the Privacy Act. However, subject to applicable Federal, state, and local
law and procedures, alternative procedures are available by which an
individual may request access to records in NDIS. A request for access
by the subject of an FBI-generated DNA record should be made in writing
with the envelope and the letter clearly marked "Privacy Act Request." Include
in the request your full name, complete address, date of birth, place
of birth, notarized signature, other identifying data you may wish to
furnish to assist in making a proper search of the records and a return
address for transmitting the information. Such requests must be addressed
to the Federal Bureau of Investigation, Laboratory Division, 935 Pennsylvania
Avenue, NW, Washington, D.C. 20535-0001. Requests for other than FBI-generated
DNA records should be made to the criminal justice agency that collected
or ultimately received the DNA sample. Requests for records of DNA personnel
should be made to the employing agency. All other requests for information
must be made in writing to the address below.
