On Sept. 2, 2005, the Assistant Secretary of Defense for Networks and Information Integration (ASD (NII)) designated the Defense Information Systems Agency (DISA) as the lead component for NECC. DISA has established the Program Executive Office Command and Control Capabilities (PEO C2C) to manage the NECC Program.

The JPEO is the single joint office responsible for management of the NECC. The JPEO is responsible for development activities for common, joint capabilities within NECC. In addition to development activities, this includes the planning and conducting of test and evaluation of development products for common and joint capability and coordinating operational testing with the lead Operational Test Activity (OTA). Also, the JPEO will provide for life-cycle sustainment for selected common, joint capability items.

SUMMARY

NECC will be the DoD's principal command and control information technology. NECC will enable decision superiority via advanced collaborative information sharing achieved through vertical and horizontal interoperability. As the net-centric migration path for the Global Command and Control System (GCCS) Family of Systems (FoS), NECC will support force-level planning, execution, monitoring, and assessment of joint and multinational operations. NECC will use Net-Centric Enterprise Services (NCES) core enterprise services and will be able to exchange information across multiple security domains

CURRENT STATUS

On March 7, 2006, ASD (NII) released the NECC Acquisition Decision Memorandum (ADM) for Milestone A. The ADM formally authorizes NECC to enter the Technology Development (TD) Phase. This memo also redesignated the JC2 Capability effort as Net-Enabled Command Capability (NECC). Following a Jan. 14, 2008 Information Technology Acquisition Board (ITAB) program review, the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD (AT&L)) released an ADM authorizing the program to pilot five capability modules (CMs) (Visual User Defined Operational Pictue, Weather Data, Blue Force Ground Data, Red Force Data, and Association Management) through the systems engineering process utilizing the Federated Development and Certification Environment (FDCE).

OUTREACH METHODOLOGY

The PEO C2C and NECC have developed a Strategic Outreach Plan to address the wide communities that are stakeholders in the NECC program. This multi-faceted approach to strategic outreach is designed to ensure that the stakeholder community stays involved in the NECC program progress and opportunities.

This webpage is a source of open and releasable NECC program information and will be updated on a regular basis with program updates and status. The PEO C2C and NECC are also using the Defense Knowledge Online (DKO) Portal as a collaboration and information sharing workspace.

The NECC Workspace on DKO contains both public and private sites. The public side of the NECC workspace contains ADMs and various signed and approved documents such as the Technology Development Strategy. The private side contains sub-sites for working-level documentation and is restricted to NECC working group members only. The DKO portal requires a Common Access Card (CAC) DoD PKI or ECA/IECA certificates to register.

The PEO C2C and NECC are also participating in conferences as part of their strategic outreach strategy.
