Between 1978 and 1998, the Health Education Assistance Loan program provided federal insurance for educational loans made by private lenders to more than 156,000 graduate health professions students. Aggregate loan limit was $80,000 for students in schools of medicine, osteopathy, dentistry, veterinary medicine, optometry or podiatry; $50,000 for students in public health, pharmacy, chiropractic, health administration or clinical psychology. New HEAL loans were discontinued September 30, 1998.

The overwhelming majority of HEAL borrowers have or are in the process of repaying their loans through their original or refinancing agreements.

By law, HEAL borrowers in default on their loans are published quarterly. Listed by name, discipline, State, amount due and school are HEAL defaulters who have

  • had one or more default claims paid by the Department of Health and Human Services (DHHS);
  • been excluded from the Medicare program as a result of his or her HEAL default; and
  • not had the Medicare exclusion stayed, or lifted, by the Office of Inspector General as a result of entering a settlement agreement.
