Personnel in American embassies or consulates in several countries (and in the SSA Division of the Veterans Affairs Regional Office in Manila, Philippines) are specially trained to take applications for Social Security benefits. The U.S. Social Security offices near the Canadian border take claims filed by people living in Canada.
