The U.S. Department of Transportation (U.S. DOT) National Highway, Traffic, and Safety Administration (NHTSA) intend to award an Indefinite Quantity Contract (IQC), on a Time and Materials contract for a base period of two (2) years. The contract will also include a provision by which up to one (1) option three years period can be exercised resulting in a total possible period of performance of five (5) years. The National Highway Traffic Safety Administration (NHTSA) (an operating administration within the United States Department of Transportation) is responsible for reducing the number of injuries and deaths on the highways resulting from vehicle crashes. In support of this mission NHTSA is requiring the services to conduct cost studies of motor vehicle equipment and perform detailed engineering teardown analyses to provide definitive cost and weight estimates of this equipment. Which will be considered Lot A and requiring services to conduct teardown studies of proposed motor vehicle safety initiatives and perform detailed engineering teardown analyses to provide definitive cost and weight estimates of the various technical approaches under consideration. Which will be considered under Lot B.This requirement is full and open competition. NAICS Code for this contract is 541330. Electronic copies of the RFP and any other documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site or URL for the FedBizOpps page is www.fedbizopps.gov. It is the Offeror's responsibility to monitor the Internet sites for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).Requests for paper copies of the RFP will not be accepted. This amendment 1 will address questions and responses to the solicitation DTNH22-08-R-00098 Cost and Weight Analysis, as follows:

Question 1 Is it necessary to complete Section K if the contractor's registration in ORCA is current?

Response - The completion of Section is not necessary, if ORCA print-out can be provided.



Question 2 What is the Program Office that is requesting these services?

Response - National Vehicle Safety



Question 3 How many contracts will be awarded coincident with the solicitation?

Response - one single award contract



Question 4 Section M5 provides pricing matrices with no estimated hours. Are only hourly rates ;expected?

Response – What we are looking for are rates as requested.



Question 5 We have lost time since announcement of this requirement. May cost and technical proposals be submitted electronically (PDF files)? Can the July 28 due date be postponed?

Response – This solicitation is time sensitive no extension will be permitted. We require proposals as indicated in solicitation and in its requested format.



Question 6. We cannot locate the Business Management Information Sheet referred to as Attachment 1 to Section L. Where would we find it? Response - Clarification this refers to what Section L in detail in the request no attachment is available.



Question 7. Have any other questions been submitted that we should look for replies to?

Response – All questions are addressed in this Question and Answers response. Please be advised that no further questions will be addressed after this response.
