PROVIDENCE, R.I. -- The Providence Area Office of the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) has formed a partnership with Consigli Construction Co. Inc. to provide exemplary safety and health protections for employees working on the restoration of the Cranston Street Armory in Providence. "OSHA's Strategic Partnership Program is part of U.S. Labor Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of employees through cooperative relationships with trade associations, labor organizations, employers and employees," said Assistant Secretary of Labor for OSHA Edwin G. Foulke Jr., who attended the signing. "Under this partnership, Consigli Construction and its specialty and trade subcontractors will go beyond simple compliance with OSHA standards, and will institute procedures and mechanisms designed to identify and eliminate hazards before they harm employees," said Marthe Kent, OSHA's New England regional administrator in Boston. Consigli has agreed to develop and implement a comprehensive safety and health program that equals or exceeds OSHA guidelines. The program will include employee involvement; effective employee training, including weekly, documented safety training; participation in OSHA's 10-hour construction safety course by all site supervisors and foremen; and documented safety inspections. The company also will establish a system to collect and analyze injury and illness trends, including "near miss" incidents, for all contractors. These data will be used as a tool for continual safety and health improvement to assist all contractors in implementing "zero tolerance" for hazards. OSHA will provide compliance assistance and outreach activities. "Taking these extra steps means that safety and health will be an ongoing priority throughout the life of this project," said Patrick Griffin, OSHA's area director for Rhode Island. "Our ultimate goal is for all employees on this project to return home healthy and whole at the end of each workday." The partnership was signed today at the jobsite by OSHA's Kent and Griffin; and James Rodger, safety director, Consigli Construction Co. Inc. More than 1.2 million employees and more than 33,000 employers across the United States have participated with OSHA in 475 strategic partnerships since the program began in 1998. Under the Occupational Safety and Health Act of 1970, employers are responsible for providing safe and healthful workplaces for their employees. OSHA's role is to assure the safety and health of America's working men and women by setting and enforcing standards; providing training, outreach and education; establishing partnerships; and encouraging continual process improvement in workplace safety and health.
