Section 1106(c) of the Social Security Act provides for charging the full cost of supplying information for any purpose that is not directly related to the administration of a program under the Social Security Act. Our regulations at 20 CFR § 402.175 define full cost as including the direct and indirect costs of providing information: the full cost of an employee’s time, including fringe benefits, and overhead costs such as rent and utilities.
