FY 2009 Budget Request

NOAA's National Environmental Satellite, Data, and Information Service, also known as "NOAA Satellite and Information Service" (NESDIS) requests a total of $1,157.880 million (or $1.157 billion) in the FY 2009 President's Budget Request. This represents a $226.087 million increase over FY 2008 enacted amounts.

This FY 2009 budget request will allow the continuation of NOAA's satellite and information services, satellite and data acquisitions, analyses, and archiving, and supporting infrastructure. These activities support NOAA's mission to understand and predict changes in Earth’s environment and conserve and manage coastal and marine resources to meet our Nation’s economic, social, and environmental needs.

OPERATIONS, RESEARCH, AND FACILITIES (ORF)

Environmental Satellite Observing Services

Sub-total for the Environmental Satellite Observing Services request is $111.633 million. Of these amounts:

$ 46.381 million for satellite command and control of NOAA's GOES and POES, and operations and maintenance of the NOAA Satellite Operations Facility (NSOF). Includes NOAA operational support to Jason-2 mission

$ 31.457 million for processing and distributing operational satellite data products and services that are critical for saving lives and property from severe weather and natural disasters, locating navigation hazards due to sea ice, as well as supporting search and rescue of mariners and aviators in distress. Includes NOAA operational support for product processing and distribution of Jason-2 data into NOAA operational data products.

$ 28.376 million for product development from current and future NOAA satellite systems, including continued development of satellite-derived oceanography programs such as Coral Reef Watch, and the CoastWatch Program. Includes NOAA operational support for product development of Jason-2 data into NOAA operational data products.

$ 1.285 million to regulate commercial remote sensing systems

$ 0.634 million for Office of Space Commercialization

$ 0.500 million for Group on Earth Observations

$ 3.000 million to continue ocean surface vector winds studies

NOAA's Data Centers & Information Services

Sub-total for the Data Centers & Information Services request is $ 53.659 million. Of these amounts:

$ 35.526 million for data access, archive, and retrospective analyses of climatic, geophysical, and oceanographic data in NOAA's Data Centers holdings and the NOAA Library system

$ 4.063 million for data rescue under the Climate Data Base Modernization program

$ 4.559 million for Coastal Data Development

$9.511 million for maintenance and routine upgrades of existing data systems


PROCUREMENT, ACQUISITION AND CONSTRUCTION

Satellite Acquisitions - Satellite Development and Ground Systems

Sub-total for Systems Acquisitions – Satellite Development and Ground Systems is: $903.667 million. Of these amounts:

$ 353.404 million for NOAA polar-orbiting satellites, specifically:

$ 65.419 million to complete development and support launch of NOAA-N Prime in February 2009; and to support NOAA’s contribution to the MetOp mission-for installation, testing, and maintenance of NOAA instruments on MetOp-B and MetOp-C

$ 287.985 million for NOAA's portion to implement the 2006 NPOESS acquisition strategy agreed to by NOAA, the U.S. Air Force, and NASA; continuing development of the NPOESS program; supporting an NPOESS Preparatory Project (NPP) launch and the first NPOESS satellite launch in calendar year 2013

$ 550.263 million for NOAA geostationary satellites, specifically:

$ 73.263 million to complete development and launch GOES-P in 2009

$ 477.000 million for GOES-R series to continue instrument development, space segment and ground segment contracts in FY 2009, and implement engineering and integration systems support by NOAA and NASA, and fund the government program office activities. GOES-R is funded solely by NOAA and has shared program responsibilities split between NOAA and NASA.

Data Systems Enhancements, Data Exploitation and Information Systems Backup

Subtotal for Data Systems Enhancements, Data Exploitation and Information Systems Backup is $12.693 million. Of these amounts:

$ 2.772 million for an off-site back-up capability to primary data processing centers

$ 7.466 million for CLASS and EOS Archive enhancements at NOAA's Data Centers.

$ 2.455 million for NPOESS data exploitation is required to implement NOAA interface for the NPP and the NPOESS satellites


Facilities and Critical Infrastructure Improvement

Subtotal for Facilities and Critical Infrastructure Improvement is $2.228 million.

$ 2.228 million to maintain the infrastructure at NOAA’s satellite command and data acquisition facilities in Fairbanks, AK, and Wallops, VA

Climate Sensors and Data Records

Subtotal for Climate Sensors and Data Records is $74.000 million

$74.000 million will support remanifesting Clouds and Earth’s Radiant Energy System (CERES) instrument and continue studies on Total Solar Irradiance Sensor (TSIS) and the necessary support to develop infrastructure for data records archive, access, and assessment.

Located in the NOAA Facilities Budget:

$11.700 million to support Fairbanks Satellite Operations Building replacement
