Heart of America Regional Computer Forensics Laboratory to Receive Important Accreditation.

Ceremony Scheduled for January 23, 2008.

The American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) accredited the Heart of America Regional Computer Forensics Laboratory (HARCFL) in both digital and multi-media evidence—the ninth laboratory in the nation to earn this distinction.

The Heart of America Regional Computer Forensics Laboratory (HARCFL) consists of a partnership of 18 federal, state and local law enforcement agencies, which provides computer forensics at no-cost to law enforcement throughout the entire state of Kansas and the western two thirds of Missouri.

The laboratory has provided extensive assistance in various high-profile cases such as the Bind, Torture and Kill (BTK) serial killer investigation, the murder of Ms. Bobbie Jo Stinnett, whose unborn child was cut from her womb and has been recognized for its exceptional services by several professional organizations.

"The HARCFL serves as a model of what can be accomplished through the collective partnerships among law enforcement – effectiveness, efficiency and professionalism. Accreditation of the laboratory confirms the quality of the examinations being conducted for the law enforcement community and the citizens of Missouri and Kansas," said HARCFL Director Kevin Steck.

Ceremony Details:

A presentation ceremony will be held at the HARCFL on January 23, 2008 at 1:00 pm. Mr. Ralph Keaton, Executive Director, ASCLD/LAB will be in attendance, as well as various dignitaries from the FBI and Chiefs, Sheriffs and their command staffs from the laboratory's participating agencies.

The media are invited to this event, which will take place at the HARCFL, 4150 N. Mulberry, Suite 250, Kansas City, Missouri 64116.

ASCLD/LAB is a voluntary program where any crime laboratory may participate to demonstrate that its management, operations, personnel, procedures, and safety procedures meet established standards. The accreditation process is part of a laboratory's quality assurance program and is geared towards helping them provide better overall service to the criminal justice system.

The HARCFL was established in 2003 and is available to law enforcement agencies throughout Kansas and the Western two-thirds of Missouri. The HARCFL is part of the RCFL Program, a national network of 14 FBI sponsored, full service forensics laboratories and training centers that are devoted entirely to the examination of digital evidence in support of criminal investigations.

The HARCFL is managed by a coalition of federal, state and local law enforcement organizations including the FBI’s Kansas City Division; Jackson County, Missouri Sheriff’s Office; Johnson County, Kansas Sheriff’s Office; Kansas Bureau of Investigation; Kansas City, Kansas, Police Department; Kansas City, Missouri, Police Department; Lawrence, Kansas Police Department; Leavenworth County Sheriff’s Office; Lenexa, Kansas Police Department Missouri State Highway Patrol; North Kansas City, Missouri, Police Department Olathe Police Department; Overland Park, Kansas, Police Department Platte County, Missouri, Sheriff’s Office; Shawnee County, Kansas, Sheriff’s Office; U.S. Attorney’s Office: Western District of Missouri, District of Kansas; and the U.S. Department of Agriculture’s Office of the Inspector General.
