DUTIES

This is the position of Grant Program Specialist in the Discretionary Programs Division, Office of Library Services (OLS). The incumbent participates in the grant review and award process and in the administration of a program that awards competitive grants on an annual basis. Duties include promoting agency programs, advising potential grant applicants, recruiting peer reviewers and consultants, managing the application review and award process, training and monitoring the work of support staff and/or contractors, convening panel meetings, monitoring funded projects, publicizing successful projects and practices, and preparing written reports and analyses. The incumbent will serve as a program officer in the National Leadership Grant program with primary responsibility for grants relating to collaborative projects involving libraries and museums and other types of collaborative or specialized projects depending on areas of expertise.

QUALIFICATIONS STANDARDS

For the GS-12 level: Candidates must have one year of specialized experience at least equivalent to GS-11 grade level.

For the GS-13 level:  Candidates must have one year of specialized experience at least equivalent to the GS-11 level. 

Specialized experience:  Specialized experience is that which would have provided the candidate with knowledge of the library community in the United States and the grant programs that provide funding to libraries.

Candidates will be evaluated in terms of the following knowledge, skills and abilities, which must be documented in narrative form. The information contained in your application will be reviewed to determine the degree to which you meet the basic qualification requirements, and possess the knowledge, skills, and abilities (KSA’s) that are essential for successful job performance. Credit may be given for paid experience or volunteer work such as community, cultural, social service and professional association activities, education, training, awards, hobbies, or any other job related activities. Qualified candidates will be rated on a scale of 70-100, plus veterans preference points if applicable. Applicants who wish to receive full consideration for this position should address each knowledge, skill and abilities in a narrative format:

Candidates will be further evaluated in terms of the following quality ranking factors, which must be addressed separately to ensure full consideration:

  1. Knowledge of key issues in the library field, especially those involving collaboration or potential collaboration among libraries, libraries and museums, and/or libraries and other types of organizations such as archives, including knowledge of the aims and objectives of institutions undertaking such activities.
  2. Knowledge of the  venues in which library and museum collaborations, as well as other  collaborations in which libraries are involved, are discussed, including conferences, educational programs, and other professional activities. 
  3. Knowledge of grant programs in library and information science, whether as a grantee, reviewer, or grant administrator.
  4. Ability to plan, organize and present work in various formats, including electronic formats; to work with minimal daily supervision; and to plan and organize the work of others.

OTHER INFORMATION

This position is a permanent full-time position and includes eligibility for Federal benefits such as health and life insurance, Thrift Savings Plan (TSP), retirement benefits, transit subsidy up to $115 per month, annual and sick leave, flexible work schedules, etc. Employees may also apply for long-term care insurance and flexible spending accounts.

Eligible applicants must be U.S. citizens or nationals in accordance with Executive Order 11935.

All applicants will be required to complete an OF-306, “Declaration for Federal Employment,” before being hired in order to certify the accuracy of the written application and provide information necessary to determine suitability for Federal employment. A background security investigation will be required for all new hires.

Veterans’ Preference: If claiming 5-point veterans’ preference, a DD-214 must be submitted. If claiming 10-point veterans’ preference, both a DD-214 and completed SF-15 must be submitted.

Relocation/moving expenses will not be paid.

This position may require completion of a 1-year probationary period.
