New Jersey 2007 Five Percent Report

This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code. Each state's report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs. The reports included on this web site represent a variety of methods utilized and various degrees of road coverage. Therefore, this report cannot be compared with the other reports included on this Web site.

Protection from Discovery and Admission into Evidence—Under 23 U.S.C. 148(g)(4) information collected or compiled for any purpose directly relating to this report shall not be subject to discovery or admitted into evidence in a Federal or State court proceeding or considered for other purposes in any action for damages arising from any occurrence at a location identified or addressed in the reports.

New Jersey 5% Report

The following Table presents the highest 5% of the locations identified by our original SMS program methodologies deemed to be in most need, or had been in most need of safety improvements. These locations were developed from the NJDOT Crash Records Database using 1998-2000 data for the four Intersection Improvement Program lists and 1999-2001 data for the Safe Corridor Program. They are grouped by the type of crash reduction or improvement program currently existing at NJDOT. Some of the locations have been completed; others are slated to be improved within our Capital Program; and others have had interim improvements completed through our Maintenance Work Order Process. Following the Table is a description of the methodologies for each of the five NJDOT programs contained in the 5% Report.

  INTERSECTION IMPROVEMENT PROGRAM
RT 70 @ RT 73 (MARLTON CIRCLE) Complex signalized Traffic Circle will receive interim signing and striping modifications to reduce side swipe crashes. Circle will be eliminated via Capital Project currently in final design. $5,000/$41,800,000 Interim signing and striping upgrade work orders completed by term agreement consultants. Final projects in design.
RT 35 @ RT 36 Interim safety project upgraded the traffic signal to include improved signal displays and signing and striping to reduce improper turn movement crashes. Final Capital Project is in final design and will straighten out the approach geometry of the Route 35 legs, provide a far-side jughandle for EB U and left turn movements, and also eliminate the SB jughandle in favor of double left turn slots to match the NB approach. $70,000/$13,900,000 Interim project complete. Final project in final design-Construction set to begin in Winter 2008.
RT 1 @ CR 529 (PLAINFIELD AVE) Low cost safety project will upgrade signal heads to include split phase arrows, pedestrian countdown signals, and a few other traffic control enhancements. $50,000 Signal plan development nearing completion-final red-line comments returned to drafting.
RT 30 @ CR 686 (CLEMENTON-GIBBSBORO ROAD) BSP has developed a low-cost safety improvement project in lieu of the Department’s larger capital project. Signal, signing and striping enhancements will allow for the installation of head-to-head left turn slots and lead phases on all four approaches. In addition, the highway approaches were resurfaced as part of the Wet Weather Skid Crash Reduction Program. $70,000 Resurfacing project is nearing completion and will accomplish the revised signing and striping. The installation of the video presence detection as the final phase of upgrade work is pending the development of work orders. Impediments had been the lack of buy-in from Lindenwold Township.
RT 30 @ POMONA ROAD Capital Project will widen intersection to facilitate the addition of head-to-head left turn lanes. $8,467,312 Final Design and Right of Way acquisition is ongoing. Construction scheduled to begin in the Spring of 2008.
  RT 1 @ OLD POST ROAD (SOUTH LEG) Low cost project will include the upgrade of the traffic signal to include split phase operation and signal heads, revised lane use, and additional signal heads facing the highway approaches. $60,000 Signal upgrade project in TS&SE for electrical design.
  CR 626 (CROSS ST) @ CR 637 (MASS. AVE) MPO  NJTPA   -  Ocean County / LAKEWOOD TWP. This location was identified through NJDOT’s safety management System and Methodologies and will be implemented under the Local Federal Aid Program NA Impediments involve coordinating with the Counties to program the engineering work necessary to construct the project.
  PEDESTRIAN CRASH REDUCTION PROGRAM
RT 1&9 @ MAPLE AVE Intersection's SE corner geometry will be revised to reduce curb radius and corresponding highway crosswalk length. $60,000 Safety project currently awaiting Maintenance scheduling of construction.
RT 38 @ CR 612 (EAYRESTOWN RD-PINE ST Pedestrian countdown signals will be added. Also, the signal control of the NB right turn only approach may be reverted to yield control. $10,000 Term Agreement consultants are currently working on CADD plan development and finalizing countermeasure concepts.
RT 439 @ CR 610 (W GRAND ST) Interim Intersection upgrades in terms of revised lane use signing and striping completed. Final upgrades to signal, including pedestrian countdown signals and new crosswalk between northerly corners are currently under development. $35,000 Safety project currently undergoing signal plan development.
RT 1&9 @ GRIER STREET Basic pedestrian upgrades will include pedestrian countdown signals. $9,900 Project is currently in Maintenance for scheduling.
  LEFT TURN CRASH REDUCTION PROGRAM
RT 17 @ CR 12 (ESSEX ST) High left turn and right angle crash frequency locations (both ramp intersections) will be signalized as part of a Capital Bridge Replacement Project. $41,129,522 Project began August 2007.
RT 30 @ CR544 (EVESHAM ROAD) The further development of plans for the preparation of low-cost, intersection upgrade work orders for the implementation of an alternating lead left turn operation has been assigned to the Term Agreement consultants. In addition, there is a much more extensive capital project that will widen the highway approaches to facilitate head-to-head left turn slots and phases. $10,000/$5,900,000 Term Agreement consultants have completed crash analyses and will begin developing upgrade plans for interim improvement. CPM project is in still in preliminary design and has a scheduled construction start of Fall 2010. 
CR 602 (Roosevelt Ave.) @ Wedgewood Drive MPO NJTPA   -  Carteret Boro - Middlesex Co. This location was identified through NJDOT’s safety management System and Methodologies and will be implemented under the Local Federal Aid Program NA Impediments involve coordinating with the Counties to program the engineering work necessary to construct the project.
CR 612 (Forsgate Dr.) @ CR 619 (Applegarth Rd.) MPO  NJTPA   -  Monroe Twp. - Middlesex Co. This location was identified through NJDOT’s safety management System and Methodologies and will be implemented under the Local Federal Aid Program NA Impediments involve coordinating with the Counties to program the engineering work necessary to construct the project.
CR 561(Haddonfield – Berlin Rd.) @ CR 673(Whitehorse Rd.) MPO  DVRPC  -  Voorhees Twp. - Camden Co. This location was identified through NJDOT’s safety management System and Methodologies and will be implemented under the Local Federal Aid Program NA Impediments involve coordinating with the Counties to program the engineering work necessary to construct the project.
RIGHT ANGLE CRASH REDUCTION PROGRAM
RT 1&9 @ RT 1&9T AND RT 139 (TONNELLE CIRCLE Highly complex signalized traffic circle is to be modified via a two-stage Capital project. The first, which has been completed, added a SB approach lane to the signal and performed some minor signal upgrades, including timing and operational enhancements to reduce congestion and right angle crashes. Second stage of project will considerably modify the intersection layout and geometry as part of the replacement of the St. Paul's bridge directly above the intersection. $269,350,000 Building demolition is underway while final design review is ongoing.
ROUTE 12 @ REAVILLE AVENUE-MAIN STREET A capital project is planned which will convert the traffic circle to a modern roundabout. $1,830,000 Project recently entered into the design phase.
RT 206 @ CR 524-CR 533 (WHITE HORSE CIRCLE) Highly complex traffic circle with median cut-throughs was originally upgraded in terms of improved regulatory and guide signing and striping, but the level of success hoped for was not attained. Therefore, a problem statement was issued to Capital Program Development. NA Project was not approved by the CPC.
RT 168 @ FOURTH AVENUE Term agreement consultants have been assigned to analyze crashes, investigate location in field, and determine countermeasures. NA Consultant’s Discovery process nearly complete.
SAFE CORRIDOR PROGRAM
ROUTE 46 MP 30-40 2.5 mile Dover Town portion of this ten-mile segment of designated State highway Safe Corridor was identified for a Modified Road Diet scheme that will install head-to-head left turn lanes for all signalized intersections in order to mitigate a sever left turn crash problem in this four-lane, undivided section without shoulders. In addition, a half-dozen or so of the highest crash intersections within the corridor to the west of this segment will be upgraded for safety. Longer term Capital project will make some roadway improvements in the vicinity of the Route 15 interchange as part of the replacement of two functionally obsolete bridges. $400,000/$41,702,600 BSP’s term agreement consultants are still developing the traffic signal as built and upgrade plans. Capital project is nearing final design submission and is currently scheduled to begin construction in the Spring of 2008.
