Louisiana 2007 Five Percent Report

This report is in response to the Federal requirement that each state describe at least 5 percent of its locations currently exhibiting the most severe highway safety needs, in accordance with Sections 148(c)(1)(D) and 148(g)(3)(A), of Title 23, United States Code. Each state's report is to include potential remedies to the hazardous locations identified; estimated costs of the remedies; and impediments to implementation of the remedies other than costs. The reports included on this web site represent a variety of methods utilized and various degrees of road coverage. Therefore, this report cannot be compared with the other reports included on this Web site.

Protection from Discovery and Admission into Evidence—Under 23 U.S.C. 148(g)(4) information collected or compiled for any purpose directly relating to this report shall not be subject to discovery or admitted into evidence in a Federal or State court proceeding or considered for other purposes in any action for damages arising from any occurrence at a location identified or addressed in the reports.

V. 5% Report

Currently, LADOTD only has the capability of locating crashes on the state owned system. The state owned system is approximately 30% of the total road mileage, but accounts for nearly 60 % of the crashes. LADOTD has minimal crash location information on local roads. Through the new Local Road Safety Program and Louisiana Traffic Records Coordinating Committee, efforts will focus on locating crashes on the local road system. The LADOTD crash database contains crash information on the local road system. GPS is one method LADOTD uses to capture the missing location component of the crashes.

For this year LADOTD has decided to take the five percent reporting requirement from the LADOTD abnormal location listing. The most current and completed abnormal crash listing is from 2005. From this list LADOTD has extracted the five percent highest ranked intersection, section, and spot locations. A location must have a minimum of five crashes in a calendar year and twice the state average for that class of roadway to be listed on the abnormal crash database. Table 3 lists the five percent report.

The total estimated cost to implement safety projects on all five percent locations is approximately $300,000,000.00. Twelve of the locations on the five percent report are currently programmed for safety funding in LADOTD Transportation Improvement Program.

As previously indicated, LA DOTD is exploring additional tools to enhance the current methodology of identifying abnormal crash locations. The LADOTD has entered into this contract in order to implement a pilot system that will develop a management system to identify and address highway safety issues on two lane rural roads. It will provide for the development, training, and use of a Louisiana Specific Level of Service of Safety (LOSS) methodology in conjunction with crash pattern recognition and direct diagnostic analysis. This system will support the planning of system level improvements and risk management.
