Federal law requires ASC members to be appointed
by the heads of the Office of the Comptroller of the Currency, the Board
of Governors of the Federal Reserve System, the Federal Deposit Insurance
Corporation, the Office of Thrift Supervision, the National Credit Union
Administration, and the U.S. Department of Housing and Urban Development.
The ASC's day-to-day operations are guided
by its "Rules of Operation" and "Delegations of Authority."
The Rules of Operation act like corporate by-laws by outlining how the
ASC meets and votes on issues. The Delegations
of Authority authorize one or more ASC members
or staff to take specific binding actions without the need for all ASC
members to vote. Delegated matters generally relate to routine operational
