NEGOTIATED RULEMAKING ADVISORY COMMITTEE First Public Meeting Scheduled for July 30-Aug. 1 in Washington, DC WASHINGTON -- Assistant Secretary for Occupational Safety and Health John Henshaw today announced the appointment of 23 members to the Cranes and Derricks Negotiated Rulemaking Advisory Committee (C-DAC), who will be responsible for developing a recommended proposal for a construction safety standard for cranes and derricks. The committee will hold its first public hearing in Washington, DC, July 30-Aug. 1. "We are fortunate to have such a well-balanced group of individuals who represent the varied areas of expertise necessary to revise the cranes and derricks standard," said Henshaw. "Changes in technology and work processes over the past 30 years make it necessary to revise our standard. We look forward to working with the committee to update the construction cranes and derricks standard and improve overall safety in this industry." The committee will function as a part of OSHA's rulemaking process to revise the existing standards for cranes and derricks in construction. Members of the committee will identify key issues, evaluate their importance, analyze the information necessary to resolve the issues, and work to reach a consensus on the coverage and the substance of a recommendation. If the committee reaches a consensus, the recommendation on proposed regulatory language will be submitted to the Assistant Secretary of Labor for Occupational Safety and Health and then be published for public comment. In addition to the 23 advisory committee members, OSHA has hired a Facilitator to chair the meetings in an impartial manner and assist the committee members to conduct discussions and negotiations. OSHA is a member of the committee. The committee will hold it's inaugural public meeting Wed., July 30 -Fri., Aug. 1, in rooms N-3437 A, B, and C, of the Department of Labor Building, 200 Constitution Ave., N.W., Washington, DC 20210. The meeting will begin each day at 8:30 a.m. The purpose of the first meeting is to discuss the negotiated rulemaking process and to address initial matters such as establishing ground rules. Other procedural issues will include agreement on dates, times, and locations of future meetings, and identification and determination of how best to address principal issues for resolution. Notice of OSHA's appointment of members to the Cranes and Derricks Negotiated Rulemaking Advisory Committee is scheduled to appear in the July 3, 2003 Federal Register.
