NTRCFL FINDINGS HELP SECURE INDICTMENT FOR PLANO STEP-DAD

The North Texas Regional Computer Forensics Laboratory (NTRCFL) is assisting the Plano Police Department with an investigation involving Eric Carlyle Russell, 37, who was indicted on July 19 for improper photography or visual recording of his stepdaughter and another underage girl. According to press reports and court documents, Russell allegedly hid a wireless camera in his stepdaughter’s bathroom wall, which was later discovered by a relative who called police.

Two arrest warrants were issued for Russell on two charges of improper photography or visual recording—he posted $10,000 bail for both charges. If convicted, Russell faces 180 days to two years in state jail and up to a $10,000 fine for each felony offense.

The Plano Police Department, a participating agency and charter member in the NTRCFL since 2000, sent the computers owned by Russell to the laboratory for examination. NTRCFL Examiners located numerous nude visual recordings of Russell’s stepdaughter and her friend. This evidence helped secure Russell’s indictment. According to a spokesperson for the Plano Police Department, “(Russell) was indicted because of the information received from the reporting person and information received from the forensic investigation.”

The NTRCFL is part of the national RCFL Network of FBI sponsored, full-service digital forensics laboratories and training centers. The FBI provides start-up and operational funding, training, and equipment, while state, local and other federal law enforcement agencies assign personnel to work as Examiners. The NTRCFL was the first federal digital evidence laboratory to gain accreditation by the prestigious American Society of Crime Laboratory Directors/Laboratory Accreditation Board.
