This meeting of the President's Cancer Panel was convened at 11:45 A.M. on November 2, 1999, at NOVA Research Company, 4600 East-West Highway, Suite 700, Bethesda, Maryland 20814. Harold Freeman, M.D., presided as Chair.

The subject matter in the meeting dealt with the finalization of embargoed material for publication in the Panel's Report to the President and release at the National Cancer Advisory Board at NCI. In addition, it dealt with the sensitive discussion of internal President's Cancer Panel procedures and concerns. Premature disclosure of these discussions would have inhibited frank evaluation of intragroup interactions and would have been detrimental to the resolution of procedures and activities for 1999.
