On-Ramp Information

Semi-annually, over the life of the contract, the Contracting Officer will accept and evaluate proposals with the intention of adding additional contracts and/or modifying existing contracts to add additional core busses and options. Unsolicited proposals will be accepted by the RSDO Contracting Officer during the months of February and August. In addition, the Contracting Officer may occasionally solicit proposals.

If you are interested in submitting an On Ramp proposal, we highly recommend that you contact RSDO.

Proposals shall be subject to the same proposal instructions and evaluation procedures as the Rapid II Request for Offers (RFO) dated August 19, 1999. Proposals instructions and evaluation procedures may be obtained from this website. Proposals are due at 4:30pm (EST) on the last working day of the month to the GSFC Bid Room, as specified in the RFO. Non-US companies should contact RSDO to arrange access to the Bid Room.

If you are not currently a contract holder, your company is required to submit all the information required in the RFO. Your proposal will be evaluated against all the criteria specified in the RFO.

If you are currently a contract holder wishing to add or modify catalog items, your company is required to submit all the information required in the RFO relevant to any new busses. However, you are not required to submit a repeat of your Business Volume. Your proposal will be evaluated against all criteria specified in the RFO.

(NOTE : For On-Ramps, the model contract IS NOT required for the initial proposal, but will be required at the Conclusion of Discussions.)

One of the Technical Acceptability Standards (see RFO) for inclusion in the Rapid II catalog is for the spacecraft to have been successfully mated and interfaced-tested with the launch vehicle, including full approval from range safety. If this is imminent but not completed at proposal submittal, you may submit a deviation for the RSDO evaluation. In any case, no award will be given if not completed successfully by awards.
