WESTERN SEEKS RENEWABLE ENERGY CERTIFICATES

LAKEWOOD , Colo.—Western Area Power Administration seeks to purchase renewable energy certificates (RECs) for seven Federal facilities, including one Western firm power customer.

The request for proposals calls for purchasing up to 552,412 MWh of renewable energy certificates for up to 10 years. Renewable energy certificates represent the environmental benefits of renewable energy, sold separately from power generation. Facilities may use certificates to comply with the Federal government's goals for renewable energy use by agencies.

This RFP calls for renewable energy certificates for these Federal facilities: National Renewable Energy Laboratory, Western Area Power Administration, Fort Lewis, Wash., U.S. Forest Service, NASA Ames Research Center and Eastside Airfield, U.S. Environmental Protection Agency and Travis Air Force Base, Calif. Travis AFB also purchases hydropower from Western.

Proposals may be for all or part of the RECs, with contract terms varying by agency. Western is requesting firm, fixed, “per-MWh” unit price offers for the RECs for each year up to 10 years. Proposal selection will be based on best value.

Western and the Federal Energy Management Program offer this service to assist Federal agencies in meeting the goals of the Energy Policy Act of 2005 to purchase renewable energy. Western's utility customers may also request this service.
