is the agency’s goal to encourage the formation
of credit unions, and make quality credit union
service available to all eligible persons. To
help achieve this goal, NCUA developed an expedited
chartering program called the Express Chartering
Procedure (ECP). When followed, ECP will reduce
the time needed to process a new federal charter
application.
