The Secretary's Excellence in Acquisition Award
Presented to the, Office of Science's Stanford Positron Electron Asymmetric Ring 3 (SPEAR3) Upgrade Project, Stanford Linear Accelerator Center, for their exceptional results and outstanding contributions to innovative and effective project leadership and for the successful completion of the upgrade three months ahead of schedule and within the $58 million budget. The facility will be used in the study of solid-state physics, materials science, environmental science, structural biology and chemistry. This is the first accelerator facility project collaboration between DOE and NIH.

The Secretary's Award of Achievement.
Awarded to National Nuclear Security Administration - Tritium Facility Modernization and Consolidation Project, Savannah River Site, for maintaining a "breakthrough" philosophy throughout this $142 million project life, which allowed it to successfully deal with numerous challenges and still meet its objectives within cost and schedule -- to relocate, consolidate and modernize tritium gas processing functions from a 50-year old first-generation facility to a location within a newer, currently operating second-generation facility.

The Secretary's Acquisition Improvement Award
Presented to the Office of Science's Laboratory for Comparative and Functional Genomics Project Team, Oak Ridge National Laboratory. This project supports the Department of Energy research programs by providing a modern gene function research facility and protection for the genetic mutant mouse lines created during the past 50 years. The $14.4 million project started in November 2000 and was completed on schedule in September 2003 with a cost savings of $380,000. The success of this project was due in large part to the integration of a specialized team knowledgeable in the design and construction of vivariums.
