Secretary's Excellence Award
The Office of Science’s Oak Ridge National Laboratory, Spallation Neutron Source (SNS) Project is presented this award for demonstrating significant results in completing a project within cost and schedule. The $1.4 billion project exceeded its baseline objectives, delivering more technical performance capability than promised, one month ahead of schedule and under budget. In addition, the project achieved an outstanding safety record with no lost workday injuries in over 4.2 million construction work.
Secretary's Achievement Award
The Office of Science’s Oak Ridge National Laboratory, Center for Nanophase Materials Sciences (CNMS) Project is presented this award for demonstrating significant results in completing a project within cost and schedule. The $64.7 million CNMS project was completed one month early, within budget, meeting all technical specifications and with an exemplary safety record. It was the first of five Basic Energy Sciences (BES) Nanoscale Science Research Centers to be completed and the project and scientific program staff generously shared lessons learned in areas of clean-room and laboratory design, instrument procurement and commissioning, and user program development with the other Centers still under construction.

The Office of Environmental Management’s Savannah River Site, Glass Waste Storage Building #2 Project is presented this award for demonstrating significant results in completing a project within cost and schedule. This $69.4 million project was completed 2 months ahead of schedule and $8 million under estimated costs.
Secretary's Achievement Award
The National Nuclear Security Administration’s Los Alamos National Laboratory, National Security Sciences Building - Phase I Project is presented this award for demonstrating significant results in completing a project within cost and schedule. The $93 million project was completed three months ahead of the original baseline schedule and well under budget. The design goal provided for a facility with low or no maintenance requirements that resulted in long-term durability, weather tightness and value.
Secretary's Improvement Award
The Office of Environmental Management’s Rocky Flats Closure Project is presented this award for demonstrating significant results in completing a project within cost and schedule. As recent as March 1995, the $6.7 billion project was estimated to cost $37 billion and to be completed in 2060 for which GAO noted that DOE can use lessons learned from Rocky Flats to improve oversight of other sites’ cleanup activities. Factors contributing to the project’s success include agreements between DOE and the Site’s regulatory agencies, an incentivized contract, and a stable funding profile from congress.
